Chhattisgarh Cabinet Clears Major Decisions on Legal Reforms, Naxalite Rehabilitation and Supplementary Budget

TFP Bureau, Raipur, December 10, 2025: At a meeting chaired by Chief Minister Shri Vishnu Deo Sai at the Chief Minister’s Residence Office in Civil Lines on Wednesday, the Chhattisgarh Cabinet approved several key decisions relating to legal reforms, rehabilitation of surrendered Naxalites, and financial management for the current fiscal year.

New Mechanism to Review and Withdraw Cases Against Surrendered Naxalites

In a significant step aligned with the Chhattisgarh Naxal Surrender/Victim Relief & Rehabilitation Policy – 2025, the Cabinet approved a structured process for the disposal and withdrawal of criminal cases registered against surrendered Naxalites. The government stated that withdrawal will be considered only for cases where individuals have demonstrated good conduct and contributed meaningfully to efforts aimed at ending Naxalism.

A Cabinet Sub-Committee will be constituted to scrutinise cases recommended for withdrawal. This committee will review files submitted after evaluation by district-level committees and legal experts. At the district level, a separate committee will examine each case and forward its findings to the Police Headquarters. After legal vetting by the Law Department, the cases will move to the Cabinet Sub-Committee for further consideration. Those cleared by the sub-committee will be placed before the full Cabinet for final approval.

Cases involving Central Acts or matters under the jurisdiction of the Union Government will require mandatory permission from the Centre. Other eligible cases will be recommended to the respective District Magistrates through the Public Prosecutor for withdrawal proceedings in court.

Officials noted that the move aims to encourage rehabilitation, reintegration, and a return to mainstream life for former Naxalites who have distanced themselves from violence.

Second Jan Vishwas Amendment Bill Approved

In a major step toward simplifying laws and promoting ease of living and business, the Cabinet approved the draft of the Chhattisgarh Jan Vishwas (Provisions Amendment) (Second) Bill, 2025. The proposed legislation seeks to amend 116 provisions across 14 Acts spanning 11 departments, making the legal framework more citizen-friendly and relevant to present-day administrative needs.

The government stated that several existing laws impose fines or imprisonment for minor, often technical violations, which result in unnecessary court cases and procedural delays. By introducing administrative penalties for such violations, the bill aims to ensure quicker resolution, reduce burdens on the judiciary, and enhance compliance.

Earlier this year, the state had already amended 163 provisions across 8 Acts under the first Jan Vishwas Amendment Act. With the introduction of the second bill, Chhattisgarh has become the first state in India to bring forward a second edition of reforms inspired by the central Jan Vishwas model. The new changes also revise outdated penalty amounts and aim to strengthen enforcement while avoiding harassment of citizens and small businesses.

Approval of Appropriation Bill for Supplementary Budget

The Cabinet also approved the Chhattisgarh Appropriation Bill, 2025, paving the way for the presentation of the First Supplementary Budget Estimates for the financial year 2025–26 in the State Legislative Assembly.

The Supplementary Budget will enable the government to allocate additional funds to priority sectors, ongoing welfare schemes, and development projects that require mid-year financial adjustments.

With these decisions, officials said the government continues to advance reforms that enhance governance, streamline legal systems, and support inclusive development across Chhattisgarh.
