Comprehensive Review of Expenditure, New Action Plan and Aadhaar-Based Attendance; Warning Issued Against Late Reporting
TFP Bureau, Raipur, April 6, 2026: Emphasising fiscal discipline, administrative efficiency and accountability, Principal Secretary of the Tribal Development Department, Sonmani Bora, directed officials to ensure that all files submitted through the e-Office system strictly adhere to prescribed rules and are accompanied by clear, reasoned opinions to facilitate prompt decision-making.
The directions were issued during a high-level review meeting held at the conference hall of the Tribal Research and Training Institute in Nava Raipur. The meeting focused on a comprehensive assessment of income and expenditure for the financial year 2025–26 and the formulation of an action plan for the new financial year 2026–27.
During the review, officials informed that 68 percent of the total allocated budget was utilised during FY 2025–26. Expressing concern over the need for higher utilisation, Bora stressed that government funds earmarked for welfare schemes must translate into tangible benefits for eligible beneficiaries. He instructed officers to prepare and implement a structured action plan from the very beginning of the financial year to ensure effective execution of schemes.
Setting a clear benchmark for improvement, Bora fixed a target of achieving at least 80 percent budget utilisation in FY 2026–27. He emphasised the importance of inter-departmental coordination, timely execution of assigned responsibilities and adherence to deadlines to achieve this goal.
Referring to the leadership of Chief Minister Vishnudeo Sai and Tribal Welfare Minister Ramvichar Netam, Bora noted that the department has secured substantial financial assistance from the Government of India due to effective implementation of schemes. During FY 2025–26, the department received ₹732 crore for the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, ₹915 crore for 21 Eklavya Model Residential Schools, and ₹170 crore under Article 275(1) of the Constitution. He described this as a significant achievement and said the successful implementation of these projects over the next two years would accelerate tribal development and contribute to overall progress in Chhattisgarh.
The meeting was attended by senior officials from the Tribal Development Department, Tribal Research and Training Institute, Scheduled Castes Development Department, Backward Classes and Minorities Development Department, and other affiliated bodies. The income and expenditure details of the State Antyavasayi Cooperative Finance and Development Corporation for FY 2025–26 were also reviewed in detail.
A thorough assessment of the Aadhaar-based attendance system was conducted during the meeting. Bora appreciated officers and employees who recorded the highest attendance under the system and underscored the importance of punctuality in public service. He made it clear that disciplinary action would be initiated against personnel who fail to report for duty on time without valid reasons.
Reviewing the implementation of the e-Office mechanism, Bora observed that the system has enhanced transparency, efficiency and speed in administrative processes. He stated that digital file movement has significantly reduced delays and strengthened governance standards. However, he cautioned that files must be forwarded with complete documentation, proper rule references and well-articulated recommendations to avoid unnecessary back-and-forth and ensure swift finalisation of proposals.
The Principal Secretary also conducted a detailed review of new and pending expenditure proposals for FY 2025–26 and 2026–27, along with the progress of ongoing development projects across districts. He directed officials to establish clear quality standards for procurement of materials to ensure durability and accountability in public works.
District-wise data on daily-wage employees, sanctioned and utilised funds, and progress of building construction projects were also examined. Bora sought updates on works being carried out under the Pradhan Mantri Janman Yojana and the Dharti Aaba Yojana, directing officials to expedite implementation and ensure timely completion.
Further, he instructed the concerned authorities to prepare a structured roadmap for improving revenue and expenditure management of the Chhattisgarh Tribal Museum and the Shaheed Veer Narayan Singh Museum, with a focus on sustainability and enhanced public engagement.
The meeting concluded with a strong emphasis on financial prudence, administrative discipline and accelerated implementation of welfare schemes to ensure inclusive growth and improved service delivery for tribal communities across the state.
