Infrastructure Mission to integrate road, energy, water, irrigation and digital connectivity; study proposed for logistics hubs and new funding models
TFP Bureau, Raipur, September 18, 2026: The Chhattisgarh government plans to prepare a 20-year master plan for the state’s road network as part of a broader Chhattisgarh Infrastructure Mission aimed at developing integrated infrastructure to meet long-term requirements.
A meeting on the mission was held at Mantralaya Mahanadi Bhawan on Friday under the chairmanship of Chief Secretary Vikas Sheel. The Public Works Department has been designated as the nodal department for the mission.
The meeting discussed a long-term strategy for the development of roads, energy and transmission infrastructure, water and irrigation systems, communication networks, fibre connectivity and other essential infrastructure.
Mr. Sheel directed officials to prepare the road master plan after assessing existing infrastructure, future requirements, connectivity gaps and areas with potential for growth. Projects are to be prioritised and implemented in phases based on these assessments.
The Chief Secretary emphasised that infrastructure requirements in different sectors should be planned in an integrated manner rather than in isolation. Officials were asked to assess the requirements of road connectivity, energy, water, irrigation, communication and digital connectivity and identify the areas where infrastructure would be required in the coming years.
Study proposed for logistics hubs
The meeting also discussed the potential for developing intermodal transport and logistics hubs in the State. Mr. Sheel directed officials to conduct a study to identify projects that could improve connectivity between different modes of transport, particularly road and rail, and make freight movement and logistics more efficient.
Officials were also asked to examine alternative funding mechanisms for infrastructure projects. The assessment will include the scope for both public and private investment and the development of suitable financing arrangements for major projects.
Annual action plan to complement master plan
Alongside the 20-year master plan, an annual action plan is to be prepared to translate the long-term strategy into specific projects and activities. The plan will set out annual priorities, resource requirements and timelines for implementation.
The Chief Secretary stressed the need for proper project planning, mapping and timely execution. He also directed that exposure visits be organised for officials to study modern infrastructure projects in other States and examine technologies and practices that could be adapted to Chhattisgarh.
He called for better coordination among departments to ensure that the mission is implemented in a time-bound manner while maintaining quality and effectiveness.
Senior officials present at the meeting included Mukesh Kumar, Secretary, Commercial Tax and Public Works Department; Ankit Anand, Secretary, Housing and Environment Department; and Chandan Kumar, Chief Executive Officer, Naya Raipur Atal Nagar Development Authority.
