State Capital Region to emerge as new growth engine; ₹8 lakh crore investment proposals received under new industrial policy
TFP Bureau, Raipur, September 25, 2026: Chief Minister Vishnu Deo Sai on Thursday said the real estate sector would play a crucial role in building a developed Chhattisgarh by 2047, with rapid urbanisation, industrialisation and improving connectivity creating new demand for modern cities, quality housing and robust infrastructure.
Addressing the CREDAI Chhattisgarh StateCon-2026, themed ‘Building Developed Chhattisgarh’, in Naya Raipur, Sai called upon the real estate industry to become an active partner in the state’s development by creating modern residential and commercial projects suited to future requirements.
The Chief Minister said the government was working to create a transparent, simplified and investment-friendly system. More than 400 reforms have been implemented to strengthen good governance and the Ease of Doing Business, while several government processes have been digitised.
‘Chhattisgarh Anjor’ sets 2047 vision
Sai said the state government had prepared the ‘Chhattisgarh Anjor’ vision document in line with the goal of building a developed India by 2047. Chhattisgarh has set a target of expanding its economy to ₹75 lakh crore by 2047.
He highlighted the state’s natural and economic strengths, noting that nearly 44 per cent of its geographical area is covered by forests and that it has substantial mineral, power and water resources. Improved connectivity and the state’s human resources would further support economic growth, he said.
The Chief Minister said home ownership remained a dream for families across sections of society. With rising investments, industrialisation and the emergence of new urban centres, the real estate sector would have expanding opportunities in the coming years.
State Capital Region to drive new growth
Sai said the State Capital Region was being developed to ensure planned and long-term growth of Raipur and surrounding areas. The proposed development plan would integrate Durg, Bhilai and Rajnandgaon with Raipur, taking future requirements into account.
The region is expected to open new opportunities in housing, industry, trade, transportation and services. Sai said planned urbanisation, backed by modern infrastructure, efficient transport and adequate civic amenities, would be essential to convert the state’s growing urban population into an economic opportunity.
Housing push gets further momentum
The Chief Minister said the Pradhan Mantri Awas Yojana had helped turn the dream of a permanent house into reality for millions of families. Around 1,600 houses are currently being constructed every day in Chhattisgarh under the scheme, he said.
The Centre has approved an additional 3.65 lakh houses for the state. Housing is also being provided to Particularly Vulnerable Tribal Groups under the Pradhan Mantri Janman Yojana, while 15,000 houses have been approved under a policy for the rehabilitation of surrendered Naxalites.
Bastar opens new avenues for development and tourism
Sai said the reduction of Left Wing Extremism had created new opportunities for development in Bastar. He said the government was pursuing development alongside its security efforts to extend basic amenities to remote villages.
Under the Niyad Nellanar scheme, roads, electricity and drinking water facilities are being extended to villages. The Mukhyamantri Swasth Bastar Abhiyan has so far covered around 34 lakh people through health screenings, with nearly 40,000 people receiving treatment.
The Chief Minister also highlighted the growth of tourism in Bastar. Dhudmaras village has been included in the list of the world’s best tourism villages by the United Nations World Tourism Organization. The government is promoting homestay tourism by providing loans and subsidies, while tourism has been included in the new Industrial Development Policy to encourage investment and local employment.
₹8 lakh crore investment proposals received
Sai said the state’s new Industrial Development Policy had received a strong response from investors, with proposals worth around ₹8 lakh crore received so far. Projects in sectors including semiconductors and textiles have also begun taking shape.
He said industry, housing, infrastructure and urban development were closely interconnected and coordinated growth across these sectors would be important for achieving the state’s long-term development goals.
Over 400 reforms to improve ease of doing business
The Chief Minister said Chhattisgarh was the first state in the country to establish a Department of Good Governance and Convergence. More than 400 reforms have been undertaken to improve governance and the Ease of Doing Business.
Several administrative processes have been digitised and an e-filing system introduced to improve transparency and reduce the need for citizens and investors to visit government offices. Sai said these measures had also helped check revenue leakage and improve state revenues.
Registry process being simplified
Housing and Environment Minister O.P. Choudhary said the state government was continuously introducing reforms to create a favourable environment for industry, trade and real estate.
He said property registration had been made more citizen-friendly through technology-driven measures, including making documents available through WhatsApp and introducing auto-mutation. A 50 per cent concession in registration fees has also been provided to women.
Choudhary said the State Capital Region would emerge as an important hub of future development, with the government’s focus on ensuring that urbanisation brings not only physical expansion but also new economic opportunities, better connectivity, modern infrastructure and improved civic amenities.
The event was attended by CREDAI National President Shekhar Patel, President-Elect G.Y. Reddy, CREDAI National Member Anand Singhania, CREDAI Raipur President Pankaj Lahoti, Abhishek Bachhawat and Ashok Mundra, besides architects, engineers, real estate entrepreneurs and CREDAI office-bearers.
