Cabinet chaired by CM Vishnu Deo Sai also approves SGST reimbursement to cinema halls for ‘Hanuman Ansh’ screenings
TFP Bureau, Raipur, September 30,2026: The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai at Mantralaya (Mahanadi Bhavan) on Wednesday, approved a revised policy for guest lecturers in government colleges and ratified recruitment rules for former Agniveers.
The Cabinet also approved reimbursement to cinema halls equivalent to the State Goods and Services Tax (SGST) payable on admission to screenings of the film ‘Hanuman Ansh’.
Revised policy for guest lecturers
The Cabinet accorded post-facto approval to the Revised Guest Lecturer Policy-2026, issued after administrative approval to amend the Guest Lecturer Policy-2024 applicable to government colleges.
Under the revised provisions, if two candidates from the same category secure equal marks in the merit list, preference will be given to a candidate domiciled in Chhattisgarh.
The policy also expands the recognition of teaching experience. Within the maximum 30 marks available for experience, five marks will be awarded to candidates who have completed at least five months of teaching in an academic session at a government college or State university. The earlier policy did not clearly extend this provision to teaching experience acquired at State universities.
Former guest lecturers displaced from State universities will also be eligible for re-engagement against vacant posts, along with those from government colleges, with their previous experience taken into account.
The Cabinet further approved a shift from the existing period-based system to a workday-based system for payment of honorarium. The revised policy also specifies the duties, duration of engagement and casual leave provisions for guest lecturers and other guest academic staff.
SGST reimbursement for ‘Hanuman Ansh’
The Cabinet ratified an order issued by the Commercial Taxes Department providing for reimbursement to cinema halls of an amount equivalent to the SGST payable on admission to screenings of the film ‘Hanuman Ansh’.
The decision follows Chief Minister Vishnu Deo Sai’s announcement on September 10 declaring the film tax-free in Chhattisgarh.
Recruitment rules for former Agniveers
The Cabinet also approved the Chhattisgarh Public Service Former Agniveer Soldiers Recruitment Rules, 2026, to provide a framework for implementing the State’s reservation provision for former Agniveers.
Chhattisgarh has provided 10% reservation for former Agniveer soldiers in Class III posts in the State Civil Services. The provision covers posts such as Constable in the Police Department, Forest Guard in the Forest and Climate Change Department and Jail Prahari in the Prisons Department.
The newly approved rules specify appointment and service conditions, recruitment criteria, reservation provisions and the selection process for implementing the reservation for former Agniveers.
