Action plan sought to treat 70 drains flowing into Arpa River

Urban Administration Principal Secretary Sonmoni Borah asks Bilaspur officials to prepare DPR, ensure project quality and meet deadlines

TFP Bureau, Bilaspur, October 6, 2026: Urban Administration and Development Department Principal Secretary Sonmoni Borah has directed the Bilaspur Municipal Corporation to prepare a comprehensive action plan for treating wastewater from 70 drains that discharge into the Arpa River.

Borah issued the directions during a review meeting at the Bilaspur Collectorate on Monday, where he assessed the progress of municipal schemes, development projects and construction works. He called for a detailed project report (DPR) covering the technical feasibility, water volume and condition of each drain, as well as future requirements and the long-term impact of the proposed treatment system.

Municipal officials informed the meeting that 70 drains of different sizes discharge into the Arpa River. Borah stressed the need to prevent untreated and contaminated drain water from entering the river and directed officials to develop a system under which wastewater is treated before being discharged into the river.

He said protection and conservation of surface water sources should receive priority, noting that water resources would be crucial for future needs.

Focus on cleanliness, traffic management

Borah also reviewed the city’s sanitation and traffic management systems. He asked officials to sustain improvements in cleanliness and combine public awareness efforts with systems for continuous monitoring and improvement.

He also directed departments concerned to coordinate their efforts to streamline traffic management in the city.

The Principal Secretary reviewed the implementation of Central and State government schemes by urban local bodies and directed officials to accord priority to completion of projects under the Pradhan Mantri Awas Yojana (Urban). He stressed that development works should meet prescribed quality standards and be completed within stipulated timelines.

Officials were also asked to examine the feasibility of solar energy-based solutions for urban service projects where appropriate.

542 Nagarothan projects sanctioned

The meeting also reviewed the progress of the Chief Minister’s Nagarothan Yojana and other urban infrastructure projects. Officials said 542 projects had been sanctioned for Bilaspur, of which 334 had been completed, 182 were under implementation and 26 had not yet started.

Borah directed officials to accelerate the ongoing projects while ensuring quality and adherence to approved timelines.

He also reviewed construction of the Nalanda Education Hub. Officials said the facility, planned with a seating capacity of 500, was being developed as a modern educational centre. Work on the first-floor slab had been completed, while about 50 per cent of the second-floor slab work had been completed.

Borah directed officials to maintain construction quality and complete the project within the stipulated deadline.

Command and Control Centre inspected

After the meeting, Borah inspected the Command and Control Centre at Tarbahar along with Collector Sanjay Agrawal, SSP Rajnesh Singh and Municipal Commissioner Prakash Kumar Surve.

He reviewed the functioning of the centre and the Integrated Traffic Management System (ITMS). Describing the facility as an important urban asset, he directed officials to prepare an action plan to strengthen traffic management and security and improve the overall effectiveness of the system.

Collector Sanjay Agrawal, SSP Rajnesh Singh, Municipal Commissioner Prakash Kumar Surve and SUDA CEO Sumit Agrawal were present during the review meeting.
