Nava Raipur Atal Nagar Vikas Pradhikaran Becomes Debt-Free, Accelerating Development in Chhattisgarh

TFP Bureau, Raipur, April 25, 2025: In a significant milestone for Chhattisgarh’s capital, the Nava Raipur Atal Nagar Vikas Pradhikaran (NRDA) has successfully eliminated its debt, marking a new era of financial self-reliance and accelerated development. The authority has repaid a total of Rs 1,788 crore in debt, which had been borrowed from the Government of India and nationalized banks for the development of Nava Raipur, the state’s modern capital. The repayment also includes the return of a government guarantee worth Rs 100 crore.

This achievement is credited to the strategic leadership and fiscal discipline of Chief Minister Vishnu Dev Sai. The policies implemented by his government have not only reduced the debt burden but also ensured the authority’s financial autonomy, positioning it to implement new projects and boost infrastructure development across the region.

Financial Autonomy Paves the Way for Rapid Development

Nava Raipur, developed as a planned and modern city, had incurred significant debt for various infrastructure projects, including land acquisition, road construction, and the development of educational institutions like Hidayatullah University. However, the burden of interest payments on the loans had hindered the authority’s financial growth. Under the leadership of Chief Minister Sai, the Chhattisgarh government implemented policies that increased the authority’s revenue and enabled it to become debt-free.

Chief Minister Vishnu Dev Sai expressed his delight over the development, stating, “This is a positive sign for the future of Nava Raipur. Through financial discipline, transparency, and strategic planning, we have ensured that not only is the authority debt-free, but it is also now financially independent, which will accelerate its growth and development.”

Promoting Investment and Modern Infrastructure

The Chhattisgarh government’s policies, aimed at boosting commercial activities, have played a key role in this transformation. Projects like the Medicity, Pharmaceutical Park, and the upcoming semiconductor plant have attracted private investment, further enhancing the financial standing of the authority. Additionally, the provision of Rs 1,043 crore in the state’s 2024-25 supplementary budget, along with investments in industrial areas, has strengthened the authority’s revenue streams.

With the debt now cleared, all of the authority’s assets are free from encumbrances, facilitating easier property transactions and enhanced cash flow. This will lead to faster implementation of infrastructure and public service projects.

Chief Minister Sai emphasized that this development will contribute to making Nava Raipur a hub for medical tourism and industrial growth, creating new employment opportunities for local residents. “We are committed to transforming Nava Raipur into a modern, employment-oriented city with state-of-the-art infrastructure,” he added.

A Model for Urban Development Authorities

The debt-free status of Nava Raipur Atal Nagar Vikas Pradhikaran serves as a model for urban development authorities across the country, showcasing the benefits of financial discipline and effective governance. Finance Minister OP Choudhary remarked, “Nava Raipur is emerging as the new growth engine of Chhattisgarh’s economy. With major institutions already established and plans for further industrial expansion, it is becoming a key player in sectors like IT, healthcare, and education.”

Nava Raipur’s continued development is supported by the state’s upcoming budget provisions for projects such as Edu City, the International Cricket Stadium, and the establishment of a Science City. With these advancements, the city is poised to become one of India’s most modern and thriving urban centers.
