Chhattisgarh Unveils ‘Anjor Vision @ 2047’ — A Roadmap to a Developed State

TFP Bureau, Raipur, July 17, 2025: In a landmark event marking a new chapter in the state’s development, Chief Minister Shri Vishnu Dev Sai today dedicated the “Chhattisgarh Anjor Vision @ 2047” document to the people of the state. The grand ceremony at Nava Raipur Atal Nagar was attended by State Cabinet members, NITI Aayog officials, experts, public representatives, and senior bureaucrats. The Chief Minister described the vision as more than just a document — it is a firm resolution, a clear direction, and the foundation stone for a self-reliant and prosperous Chhattisgarh.

Drawing inspiration from Prime Minister Narendra Modi’s India @ 2047 vision, the Chief Minister said the document aims to place Chhattisgarh among India’s leading and developed states. He highlighted that this vision reflects the collective aspirations of over three crore citizens, developed with extensive public participation via working groups, district dialogues, and online platforms.

Ambitious Growth Targets with Focus on Steel, Coal, Power, and Connectivity

The Chief Minister emphasized Chhattisgarh’s role as a powerhouse for India’s growth, with steel production set to rise from 28 million tonnes to 45 million tonnes by 2030. The state’s steel was used in the nation’s tallest bridge on the Chenab River. Coal output is targeted to more than double to 437 million tonnes, while electricity generation aims to lead the country, surpassing 30,000 MW. Iron ore production is projected to reach 100 million tonnes. Notably, Chhattisgarh became the first state to successfully auction a lithium mineral block.

Infrastructure development, especially multi-modal connectivity, is a cornerstone of the vision. Railway route kilometers will be doubled by 2030, and projects like Bodhghat will enhance irrigation and power generation. The plan includes phased goals — short-term (2030), medium-term (2035), and long-term (2047).

Balanced Progress Through 10 Missions in 13 Key Sectors

The Anjor Vision maps balanced social, economic, and cultural progress through 10 missions spanning 13 sectors such as agriculture, manufacturing, tourism, culture, logistics, IT, organic farming, and education. A state logistics policy targets e-commerce growth, leveraging Raipur’s strategic location.

Economic Milestones: Targeting Rs 75 Lakh Crore GDP by 2047

The vision aims to catapult the state’s GDP from Rs 5 lakh crore to Rs 11 lakh crore by 2030, and Rs 75 lakh crore by 2047. Agriculture-focused initiatives like Krishi Unnati Mission, organic farming, and Kisan Samman Nidhi are designed to increase farmers’ incomes tenfold by 2047.

Health and education sectors are also prioritized, with plans to cover 100% under Ayushman Bharat, establish super-specialty hospitals, medical colleges, and recruit thousands of teachers. The state’s unemployment rate, currently 2.7%, is targeted to fall below 1%. Collaborations with Pan-IIT institutions and new semiconductor and AI data centers are underway.

Environment and Sustainability: Building Oxygen Hubs and Promoting Circular Economy

The Chief Minister reaffirmed the commitment to environment-friendly development aligned with the national target of net-zero carbon emissions by 2070. About 44% of the state’s forests will serve as oxygen hubs. Initiatives like plastic waste roads in Bastar showcase the circular economy in action. He clarified that mining has affected only a minimal forest area, while generating significant employment and contributing nearly 9.4% to the state GDP.

Governance Reforms and Citizen Participation

The Chief Minister highlighted over 350 policy and administrative reforms in recent years, and the launch of a citizen participation portal to boost public involvement in governance. The Single Window System 2.0 facilitates industrial approvals with a single click, promoting ease of doing business. Tourism, homestays, and eco-tourism are being developed to increase tourist inflow from 2 crore to 10 crore by 2047.

Finance Minister OP Choudhary Outlines Strategic Framework and Clear Goals

Finance and Planning Minister Shri OP Choudhary detailed the vision’s structured approach, targeting inclusive economic growth, governance reforms, and investment promotion across 13 socio-economic themes. With over 200 initiatives proposed, the document sets measurable targets to double the economy in five years and multiply GDP and per capita income by 15 and 10 times respectively by 2047.

The vision includes developing over 5,000 smart villages and 10 smart cities, and positioning Chhattisgarh as a leading IT and tourism hub. Skill development, innovation, and logistics enhancement are key priorities, designed to create new employment avenues and transform the economic landscape.

The Finance Minister also noted the extensive public consultation during preparation, respecting the state’s cultural heritage alongside national priorities, and expressed confidence that this document will guide Chhattisgarh’s journey to becoming a truly developed state.

Prominent attendees included: Assembly Speaker Dr. Raman Singh, NITI Aayog members, Deputy Chief Minister Vijay Sharma, various ministers, MPs, senior bureaucrats, and public representatives.


“When the path is clear, the resolve is strong, and the work is hard, no goal is impossible,” declared Chief Minister Vishnu Dev Sai, urging all citizens to unite in realizing the shared dream of a developed Chhattisgarh by 2047.
