Preventive Vigilance Drive Launched at SECL Headquarters

TFP Bureau, Raipur, August 19, 2025: A three-month preventive vigilance campaign was launched at the South Eastern Coalfields Limited (SECL) headquarters in Bilaspur today in line with the directives of the Central Vigilance Commission (CVC), New Delhi. The program was inaugurated by Shri P. Dayanand, Secretary to the Chief Minister, who graced the occasion as chief guest.

The event, presided over by SECL CMD Shri Harish Duhan, was attended by several dignitaries including Shri Sunil Jain, Commissioner of Bilaspur Division; SECL Director (Technical – Operations cum Planning/Project) Shri N. Franklin Jaikumar; Director (Human Resources) Shri Biranchi Das; and Chief Vigilance Officer Shri Himanshu Jain.

The program began with the ceremonial lighting of lamps, followed by floral tributes to Sardar Vallabhbhai Patel and the rendition of the Coal India corporate song. CMD Shri Harish Duhan then administered the oath of integrity to all participants, affirming the collective commitment to honesty and ethical conduct.

In his address, Chief Guest Shri P. Dayanand emphasized that vigilance begins with self-discipline and integrity. “Transparency is vital in every sphere of governance, whether in public sector undertakings or state administration. Initiatives like these strengthen the culture of accountability and ethical practices. Cooperation between PSUs and the state government is essential for the region’s holistic development,” he remarked.

Presiding over the event, CMD Shri Harish Duhan appealed to employees to uphold honesty and integrity while adhering strictly to rules and policies. He expressed gratitude to the state government for its continuous support in streamlining SECL’s operations. “With the guidance and cooperation of the state administration, we have accelerated land acquisition processes in mega projects this year,” he noted, while also underlining the need for further collaboration in key areas.

Chief Vigilance Officer Shri Himanshu Jain highlighted that the theme of this year’s campaign, set by the CVC, is “Vigilance: Our Shared Responsibility.” He outlined five core focus areas: resolution of pending complaints and cases, capacity-building programs for staff, effective asset management, and promoting digital tools to ensure transparent functioning.

The Vigilance Department has already initiated several measures to enhance transparency in SECL’s operations. These include third-party testing, CCTV surveillance, and real-time monitoring to ensure coal quality; SOP-based bill processing with FIFO clearance and SAP-based tracking in procurement; and digital tagging of machinery to strengthen asset management. Tools like the Jatayu Dashboard, Digicol, and the Integrated Command and Control Center are being employed to ensure more effective and transparent operations.

Senior officials, department heads, and employees of the SECL headquarters, including General Manager (Vigilance) Shri Nageshwar Rao, were present in large numbers, reaffirming their commitment to fostering a transparent and accountable organizational culture.
