TFP Bureau, Tianjin, China, September 1, 2025: The much-anticipated meeting between Prime Minister Narendra Modi and Russian President Vladimir Putin on the sidelines of the Shanghai Cooperation Organization (SCO) Summit in Tianjin has drawn global attention, not only for the outcomes of their bilateral talks but also for the unusual setting in which the leaders held an extended conversation.
After the formal proceedings of the SCO Summit concluded, President Putin and Prime Minister Modi were scheduled to meet for bilateral discussions at a nearby hotel. In a gesture reflecting the personal warmth and trust between the two leaders, President Putin chose to wait for Prime Minister Modi in his car. According to reports, he remained seated for nearly ten minutes until the Indian Prime Minister arrived, underscoring the camaraderie and respect shared between them.
Once Modi reached the venue, the two leaders did not immediately proceed to their official meeting room. Instead, they continued an informal yet substantive conversation inside the car for approximately 45 minutes, before moving on to their scheduled talks. Prime Minister Modi later shared pictures of the meeting on social media, writing, “After the SCO summit ended, President Putin and I traveled together for bilateral talks. Talking to him is always informative.”
Earlier at the SCO gathering, President Putin greeted PM Modi warmly, embracing him in a display of friendship that set the tone for the rest of the day. Both leaders later expressed satisfaction at the progress of bilateral relations, particularly in areas of trade, fertilizers, space exploration, defense cooperation and cultural exchange. The discussions also extended to pressing international concerns, with Ukraine featuring prominently on the agenda.
Prime Minister Modi described the meeting as “wonderful,” noting that the talks reinforced the “special and strategic partnership” between India and Russia, which he said has played a vital role in maintaining global stability. He emphasized that the two sides were committed to deepening their cooperation in a manner that not only benefits both countries but also contributes to peace and balance in the international order.
Diplomatic observers have highlighted that the informal car conversation may have allowed for a more candid exchange between the two leaders, beyond the structured discussions of the formal meeting. The symbolism of President Putin waiting for Modi, and their decision to continue private talks even after reaching the venue, has been interpreted as a reaffirmation of the close and enduring ties between New Delhi and Moscow.
The bilateral engagement comes at a time when India has been balancing its strategic autonomy in global affairs, engaging constructively with both Western powers and Russia. By discussing a broad spectrum of issues—from energy and fertilizers critical to India’s economy, to space and security cooperation, and dialogue on peace in Ukraine—both leaders signaled their shared intent to keep the India-Russia partnership strong and forward-looking.
