Chhattisgarh High Court Marks Silver Jubilee with Grandeur

TFP Bureau, Raipur, September 28, 2025: The Chhattisgarh High Court celebrated the Silver Jubilee of its establishment in a grand ceremony held under the patronage of Governor Shri Ramen Deka. The event, attended by dignitaries from the judiciary, executive, and legislature, highlighted the High Court’s 25-year journey as a protector of constitutional values, civil rights, and justice.

Governor Deka, addressing the gathering as the Chief Guest, lauded the High Court for standing as the “interpreter of the Constitution, protector of civil rights, and a vigilant guardian of justice” since its inception in 2000. He praised the judiciary’s role in delivering speedy justice through Lok Adalats and called for reducing case backlogs to ensure that justice reaches not just the affluent but also the poor and marginalized. “The judiciary must ensure that justice is accessible to all, only then will its role in democracy be meaningful,” he said, while recalling the contributions of the court’s first Chief Justice W.A. Shishak and his successors in laying a strong judicial foundation.

Chief Minister Shri Vishnudev Sai, attending as the special guest, emphasized the state’s commitment to strengthening the judiciary with infrastructure and resources. He pointed out that the state government has significantly increased the budget of the Law and Legislative Department—by 25 percent last year and 29 percent this year—to ensure timely justice. He highlighted the High Court’s adoption of digital innovations such as virtual courts, live streaming, Aadhaar-based searches, and digital record rooms, which have promoted transparency and efficiency. The Chief Minister also paid tribute to former Prime Minister Atal Bihari Vajpayee, whose vision made possible the creation of Chhattisgarh and its High Court.

Reflecting on the larger judicial reforms in the country, Shri Sai credited Prime Minister Narendra Modi for abolishing the colonial-era Indian Penal Code and introducing the Indian Judicial Code, which emphasizes justice over punishment. He noted that the Chhattisgarh High Court’s judgments over the years on issues such as civil liberties, tribal rights, environmental protection, and governance are cited as precedents nationwide.

Supreme Court Judge Shri J.K. Maheshwari urged the judiciary to adopt a long-term vision for the next 25 years, stressing that the highest objective of the judicial system is to gain the trust of the people. “The common man comes to the court with faith, and we must uphold that spirit,” he said, calling for an integrated approach to ensure justice reaches the last citizen.

Union Minister of State Shri Tokhan Sahu described the Silver Jubilee as both a celebration of the judiciary’s journey and a tribute to its traditions of upholding democracy and the Constitution. He noted that in the last 25 years, the High Court has taken significant strides in transparency and access to justice.

Chief Justice of the Chhattisgarh High Court Shri Ramesh Sinha, in his welcome address, described the celebrations as a proud moment, recalling the institution’s achievements in strengthening the rule of law since its inception. Justice Shri Sanjay K. Agrawal proposed the vote of thanks.

The ceremony also saw the release of a commemorative souvenir marking the Silver Jubilee. Dignitaries including Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, Finance Minister Shri O.P. Choudhary, Law Minister Shri Gajendra Yadav, former Governor Shri Ramesh Bais, Chief Justices of Madras and Telangana High Courts, senior judges, advocates, and public representatives were present, making the event a historic milestone in Chhattisgarh’s judicial journey.
