Experts Recommend Best Practices for Energy and Mining PSUs; GSV and Capacity Building Commission to Publish CPSE Compendium to Support Viksit Bharat 2047
TFP Bureau, Vadodara, July 26, 2026: The third edition of the Bharat CPSEs’ Consultative Conclave 2026 on Project and Asset Management concluded successfully at Gati Shakti Vishwavidyalaya (GSV), Vadodara, after three days of extensive deliberations on improving project execution, asset management and organisational excellence across Central Public Sector Enterprises (CPSEs) in the energy and mining sectors.
The conclave was jointly organised by the Capacity Building Commission (CBC), the Department of Public Enterprises (DPE), Ministry of Finance, Government of India, with Gati Shakti Vishwavidyalaya serving as the strategic knowledge partner. The event brought together policymakers, senior CPSE executives, industry experts and academicians to exchange best practices and develop strategies aimed at strengthening India’s infrastructure ecosystem in line with the vision of Viksit Bharat 2047.
The discussions focused on key areas including project planning, preparation of Detailed Project Reports (DPRs), contract management, land acquisition, asset lifecycle management, adoption of deep technologies and the effective use of the PM Gati Shakti platform. These recommendations are expected to contribute to a comprehensive reform agenda for CPSEs.
The conclave witnessed participation from 39 senior delegates representing leading public sector enterprises, including NTPC, Coal India, Bharat Coking Coal, BPCL, HPCL, Indian Oil, ONGC, ONGC Videsh, Oil India, MRPL, GAIL, SAIL, MECON, NMDC, Hindustan Copper, NALCO, NHPC, SJVN and Power Grid Corporation of India.
Former Delhi Metro Rail Corporation Managing Director Dr. Mangu Singh inaugurated the conclave as the Chief Guest and highlighted the critical role of effective contract management in ensuring the timely completion of infrastructure projects. Department of Public Enterprises Secretary K. Moses Chalai, the Guest of Honour, stressed the need for innovative, technology-driven and data-based approaches to project and asset management across CPSEs.
Addressing the valedictory session, Gati Shakti Vishwavidyalaya Vice Chancellor Prof. Manoj Choudhary said the conclave had created strong momentum for collaborative learning and encouraged a culture of informed, data-driven decision-making. He highlighted the university’s growing role in capacity building across railways, highways, aviation, maritime, logistics and other infrastructure sectors, adding that the partnership between GSV and the Capacity Building Commission would continue to strengthen professional capabilities across the country’s infrastructure ecosystem.
Delivering the valedictory address, Dr. Alka Mittal, Member (Administration), Capacity Building Commission, said the discussions provided valuable insights into the reasons behind project delays and explored how discipline, organisational culture, supportive policies and technology could improve project outcomes. She announced that the Capacity Building Commission, in collaboration with Gati Shakti Vishwavidyalaya, would publish a “Bharat CPSE Compendium of Best Practices” based on the recommendations emerging from the conclave.
Dr. Mittal also appreciated the contributions of GSV, led by Vice Chancellor Prof. Manoj Choudhary and Prof. Kaushik Das, in making the conclave a success. She reaffirmed CBC’s commitment to continuing its partnership with the university to strengthen infrastructure capacity building and support India’s journey towards becoming a developed nation by 2047.
