CM Vishnu Deo Sai Holds Marathon Review with Top Bureaucrats

TFP Bureau, Raipur, October 1, 2025: On the occasion of Mahanavami, Chief Minister Vishnu Deo Sai chaired an extensive high-level meeting with departmental secretaries and heads at Mahanadi Bhavan, directing them to work with coordination, speed, and efficiency to build a progressive and transparent Chhattisgarh.

During the marathon session, the Chief Minister undertook a comprehensive review of capital expenditure, implementation of ongoing projects, and the functioning of government departments. He emphasized that transparency, timely execution of works, and quality in construction must be the cornerstones of administration. Officers who performed well were commended, while others were asked to conduct self-evaluations and focus on improving their efficiency.

The Chief Minister lauded the successful adoption of the e-Office system across most departments, describing it as a milestone in ensuring transparency and efficiency in governance. He directed the remaining departments to mandatorily adopt the system by December 2025. “The e-Office initiative has strengthened our pledge of good governance and must be implemented uniformly,” he said.

Special emphasis was laid on road construction, repair, and maintenance to ensure smooth travel for citizens. The CM instructed departments to speed up projects, particularly in the wake of the monsoon season ending, and use the next two months to complete all necessary approvals and paperwork. He noted that capital expenditure is vital for infrastructure growth, with the current year’s budget marking an 18 percent increase over the previous year. Departments with lower expenditure levels were directed to identify bottlenecks and accelerate progress immediately.

CM Sai also issued strict instructions for action against irregularities in procurement through the Government e-Marketplace (GeM) portal. He stressed that financial discipline and accountability in procurement would not be compromised under any circumstances.

Addressing public service delivery, the Chief Minister urged officials to listen patiently to people’s grievances and ensure swift redressal. He directed in-charge secretaries to visit their assigned districts at least once every two months for on-ground reviews of welfare schemes and development projects. “Regular field visits by senior officers instill confidence among citizens and ensure better implementation of government initiatives,” he said.

To bring greater discipline to the state Secretariat, CM Sai announced that biometric attendance will be mandatory from December 1 for officers at the Deputy Secretary level and above. He stated that punctuality among senior officers will inspire their teams and improve the overall functioning of the administration.

Chief Secretary Vikas Sheel confirmed that the biometric system will be operational by December 1 and assured strict compliance. Also present at the meeting were Additional Chief Secretary Manoj Kumar Pingua, Additional Chief Secretary Richa Sharma, Principal Secretary to CM Subodh Kumar Singh, Secretaries to CM P. Dayanand and Rahul Bhagat, Energy Secretary Rohit Yadav, along with all departmental secretaries and heads of departments.

The Chief Minister concluded the meeting by reminding officials that Chhattisgarh’s Silver Jubilee Year is being celebrated as Atal Nirman Varsh, and every officer must contribute to ensuring that this year leaves a lasting imprint of development, efficiency, and good governance.
