TFP Bureau,Raipur, October 14, 2025: Chief Secretary Shri Vikas Sheel on Tuesday directed all departmental secretaries to ensure immediate and effective implementation of the directives issued by Chief Minister Vishnu Deo Sai during the recent Collectors’ Conference. Chairing a high-level review meeting at the Secretariat (Mahanadi Bhawan), the Chief Secretary emphasized that the focus should remain on visible, time-bound results in priority sectors such as roads, drinking water, electricity, health, and public welfare.
Shri Sheel said that Chief Minister Sai’s instructions were aimed at bringing speed, accountability, and transparency to governance and that every department must translate them into concrete, actionable plans. He asked officers to review progress on a weekly basis and remove administrative bottlenecks that delay the delivery of schemes and services.
Reviewing the status of the Pradhan Mantri Gati Shakti Yojana, the Chief Secretary took detailed information from departments involved in infrastructure development. He instructed that all projects for which foundation stones have been laid should be completed within the stipulated deadlines and inaugurated without unnecessary delay. “Our objective must be visible progress on the ground, not just on paper. Departments must align their timelines with the Chief Minister’s development priorities,” he said.
During the meeting, Secretary of the Department of Commerce and Industry, Shri Rajat Kumar, gave a presentation on the implementation progress of the Pradhan Mantri Gati Shakti Yojana and on the procurement procedures being carried out through the Government e-Marketplace (GeM) portal. He highlighted the role of digital procurement in ensuring transparency and efficiency in government purchases.
Joint Secretary to the Chief Minister and Commissioner of Public Relations, Dr. Ravi Mittal, gave a detailed presentation on the communication strategies adopted by the Public Relations Department for promoting government schemes and public welfare programs across the state. He briefed the Chief Secretary on ongoing campaigns designed to enhance citizen outreach and awareness.
The Chief Secretary stressed the need for coordination among departments, saying that convergence of efforts was key to achieving measurable outcomes. He directed that departments must synchronize their timelines for implementation, especially under interlinked initiatives like rural infrastructure, electrification, and health services.
Present at the meeting were Additional Chief Secretary (Home and Jail) Shri Manoj Kumar Pingua, Additional Chief Secretary (Forest and Climate Change) Mrs. Richa Sharma, Principal Secretary (Tribal and Scheduled Tribe Development) Shri Sonmani Bora, and Principal Secretary (Panchayat and Rural Development) Mrs. Niharika Barik. Secretaries from various other departments also participated in the review session.
The Chief Secretary reiterated that timely completion of all flagship schemes, including those under the Chief Minister’s 100-day action plan, would be closely monitored. He called for improved inter-departmental coordination to ensure that government initiatives reach citizens efficiently and that field officers remain accountable for progress on the ground.
Shri Sheel concluded by reminding officers that the Chief Minister’s vision of a transparent, disciplined, and citizen-centric administration can only be achieved through proactive governance and measurable results at every level of the bureaucracy.
