Chhattisgarh Named Top Achiever in All Four Categories of DPIIT’s BRAP Ranking

Chhattisgarh has emerged as one of India’s foremost business reform performers, securing the “Top Achiever” position across all four categories of the Business Reform Action Plan (BRAP) unveiled by the Department for Promotion of Industry and Internal Trade (DPIIT) at the Udyog Samagam. The recognition marks a dramatic turnaround for the state, which ranked among the lowest performers just three years earlier.

Officials said the achievement places Chhattisgarh alongside industrial powerhouses such as Gujarat, Maharashtra and Tamil Nadu. The state has implemented 434 BRAP reforms, signalling its sustained commitment to improving the ease of doing business and ease of living.

Among the flagship reforms is the Jan Vishwas Act, through which Chhattisgarh became the second state in the country to pass legislation aimed at decriminalising minor business offences and promoting compliance through trust-based governance. Chhattisgarh has also become the first state in India to introduce automatic mutation of land records, enabling seamless ownership transfer without manual applications.

Other reforms include 24×7 operations for shops and establishments, increased Floor Area Ratio (FAR) for flatted industries, reduced setback requirements to improve land utilisation, and extension of factory licence validity from 10 to 15 years with auto-renewal.

These initiatives have strengthened the state’s investment climate, building a predictable and efficient regulatory environment. In recognition of the state’s reform-driven progress, Commerce and Industries Minister Lakhan Lal Dewangan and Investment Commissioner Ritu Sain were felicitated by Union Commerce and Industry Minister Piyush Goyal at the event.

Propelled by these reforms, Chhattisgarh has attracted investments worth more than ₹7.5 lakh crore in the past ten months, reflecting investor confidence in the state’s governance and business ecosystem.

Officials said the BRAP recognition reinforces Chhattisgarh’s standing as a fast-evolving economic hub committed to growth, investment promotion and a progressive future.
