State-Level DISHA Committee Reviews Progress of Key Schemes; CM Calls for Faster, Transparent Implementation

TFP Bureau, Raipur, November 21, 2025: A detailed review meeting of the State-Level DISHA (District Development Coordination and Monitoring Committee) was held at Mantralaya Mahanadi Bhawan on Friday under the chairmanship of Chief Minister Shri Vishnu Deo Sai. The meeting focused on assessing the implementation of major central and state-sponsored schemes, rectifying gaps in execution, and ensuring that the benefits of each programme reach every eligible household across Chhattisgarh.

The Chief Minister said that the DISHA Committee plays an essential role in strengthening developmental governance as it allows continuous monitoring of centrally funded schemes and facilitates coordination between departments. He instructed all departments to increase accountability at every level and achieve targets within stipulated timelines. He emphasised that no eligible beneficiary should miss out on any welfare scheme due to administrative delays or procedural lapses. To ensure consistency in monitoring, he directed that DISHA Committee meetings must be held once every six months without fail.

The Chief Minister informed that 81 flagship schemes across 26 departments are currently under implementation in the state and stressed that Members of Parliament must ensure regular attendance in quarterly district-level DISHA meetings. He urged officials to prioritise grievances from rural and remote areas and maintain transparency in scheme progress.

Deputy Chief Minister Shri Vijay Sharma highlighted the need for better inter-departmental coordination and said that timely execution of schemes is vital for strengthening the development framework. He described the DISHA Committee as the guiding mechanism that shapes on-ground implementation.

A detailed review was conducted of major rural development programmes, including the Mahatma Gandhi National Rural Employment Guarantee Scheme, Pradhan Mantri Awas Yojana (Rural), and the National Rural Livelihood Mission. The Chief Minister also examined updates under the Sansad Adarsh Gram Yojana and Pradhan Mantri Gram Sadak Yojana. He instructed that all pending works be expedited and that rural beneficiaries must be included in 100 per cent of targeted categories.

Schemes under the Agriculture and Farmers’ Welfare Department were also reviewed, particularly PM Janman, Pradhan Mantri Fasal Bima Yojana, and PM Kisan Samman Nidhi. The Chief Minister reiterated that every eligible farmer must be covered under these schemes and directed officials to accelerate Agristack registration, especially for forest land leaseholders.

The Dairy Integrated Development Programme, supported by the National Dairy Development Board, was assessed in detail. Expressing dissatisfaction over the slow progress, the Chief Minister instructed officials to expand the scheme’s reach, increase participation of Scheduled Tribe beneficiaries, and ensure proper distribution of dairy resources to traditional dairy farmers.

A comprehensive review of urban development schemes was also undertaken, including Pradhan Mantri Awas Yojana (Urban), Mission AMRUT, and PMSVANidhi. The Chief Minister emphasised strict adherence to transparency in housing construction and directed authorities to ensure timely allotment and completion of all sanctioned houses.

The Chief Minister took stock of health-related initiatives under the Pradhan Mantri Jan Arogya Yojana (PM-JAY), reviewing the number of Ayushman and Vay Vandana Cards issued. He instructed officials to conduct special verification camps in Niyad Nella Nar areas and said that a dedicated helpline should be established to address beneficiaries’ complaints. He urged officials to maintain high-quality standards in nutrition programmes, including the Mid-Day Meal scheme and the Pradhan Mantri Matru Vandana Yojana. He stated that the well-being of women and children is the foundation of a healthy society and must remain a top priority.

In the review of telecom and digital connectivity initiatives, the Chief Minister expressed strong concern over the slow progress of the BharatNet project. He instructed officials to expedite the expansion of optical fibre connectivity, especially in Bastar and other remote districts, and said that improved connectivity is vital for strengthening digital governance and rural access to public services. Railway project updates were also presented in the meeting.

The meeting was attended by Rajya Sabha MP Shri Devendra Pratap Singh, MLAs Shri Tuleshwar Singh Markam and Shri Ishwar Sahu, Chief Secretary Shri Vikassheel, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Panchayat Department Principal Secretary Smt. Niharika Barik, Secretaries to the Chief Minister Shri Rahul Bhagat, Shri Mukesh Bansal and Shri Basava Raju S., along with departmental secretaries and members of the committee.

The Chief Minister concluded the meeting by reiterating that the objective of every government programme is to improve lives and uplift communities, and therefore every department must deliver results with dedication, speed, and complete transparency.
