TFP Bureau, Raipur, December 16, 2025: The Chhattisgarh government on Monday issued a comprehensive order effecting a series of temporary appointments and transfers of senior Indian Administrative Service (IAS) officers across key administrative, health, municipal and district-level positions. The order was issued by the General Administration Department from Mahanadi Bhavan, Nava Raipur Atal Nagar, with several postings made in consultation with and approval of the Election Commission of India.
As per the order, Shri Bhoskar Vilas Sandipan, IAS (2011), currently serving as Collector of Surguja district, has been temporarily appointed as Additional Chief Electoral Officer (ACEO), Chhattisgarh, until further orders. The appointment has been made in pursuance of a communication approved by the Election Commission of India, New Delhi. From the date he assumes charge, the ex-cadre post of Additional Chief Electoral Officer has been declared equivalent in status and responsibility to a cadre post in the Senior Scale of the Indian Administrative Service under Rule 12 of the IAS (Pay) Rules, 2016.
In another key appointment, Shri Ranbir Sharma, IAS (2012), Collector of Bemetara district, has been temporarily posted as Managing Director, National Health Mission (NHM), until further orders. Following his assumption of charge, Shri Sanjeev Kumar Jha, IAS (2011), Director of Health Services, will be relieved of the additional charge of Managing Director, NHM, while continuing in his primary role. The post of Managing Director, NHM has also been declared equivalent to a Senior Scale cadre post of the IAS from the date Shri Sharma assumes charge.
The order also outlines a series of district-level administrative transfers. Shri Ajit Vasant, IAS (2013), Collector of Korba district, has been temporarily posted as Collector, Surguja district. Shri Kunal Dudawat, IAS (2017), Collector of Dantewada, has been transferred to Korba district as Collector, while Shri Devesh Kumar Dhruv, IAS (2018), Collector of Sukma, has been posted as Collector, Dantewada.
Further, Ms. Pratishtha Mamgain, IAS (2018), Collector of Narayanpur district, has been temporarily posted as Collector, Bemetara district. Ms. Namrata Jain, IAS (2019), Additional Collector, Raipur, who also holds additional charge as Centre In-charge of the Integrated Command and Control Centre, has been appointed as Collector, Narayanpur district.
In another administrative change, Shri Amit Kumar, IAS (2019), Commissioner of the Municipal Corporation, Bilaspur, has been temporarily posted as Collector, Sukma district. Shri Prakash Kumar Sarve, IAS (2019), Additional Collector, Sarangarh-Bilaigarh, has been appointed as Commissioner, Municipal Corporation, Bilaspur.
At the Panchayat level, Shri Gajendra Singh Thakur, IAS (2019), Additional Collector, Sukma, has been temporarily posted as Chief Executive Officer, District Panchayat, Dhamtari. Meanwhile, Ms. Roma Srivastava, IAS (2020), Chief Executive Officer, District Panchayat, Dhamtari, has been transferred to the post of Deputy Secretary in the state Secretariat.
The government clarified that for the transfers and postings of officers listed from serial numbers two to ten, the guidelines and instructions issued by the Election Commission of India, New Delhi, vide order dated October 27, 2025, have been strictly followed.
Officials said the reshuffle is aimed at strengthening administrative efficiency, ensuring smooth conduct of electoral and health-related responsibilities, and optimizing governance delivery at the district and urban local body levels.
