State government issues administrative orders affecting education, urban development and Bastar district administration
TFP Bureau, Raipur, January 21, 2026: The Chhattisgarh Government on Tuesday issued a series of administrative orders effecting key changes in the postings and additional charges of senior Indian Administrative Service (IAS) officers, with an emphasis on strengthening the education sector, urban development bodies and district administration.
According to an order issued by the General Administration Department (GAD) from Mahanadi Bhavan, Nava Raipur Atal Nagar, Ms. Kiran Kaushal, IAS (2009), currently serving as Secretary, Secretariat, has been temporarily posted as Commissioner, Samagra Shiksha, until further orders. Along with this assignment, she has also been entrusted with the additional charge of Managing Director, Chhattisgarh Textbook Corporation.
The order further states that from the date Ms. Kaushal assumes charge as Commissioner, Samagra Shiksha, the non-cadre post of Commissioner, Samagra Shiksha will be treated as equivalent in status and responsibility to a cadre post in the Indian Administrative Service Super Time Scale. This equivalence has been declared under Rule 12 of the Indian Administrative Service (Pay) Rules, 2016, underscoring the importance of the role in the State’s education administration.
In another decision, Shri Avnish Kumar Sharan, IAS (2009), who is presently serving as Commissioner, Town and Country Planning, and holding additional charge as Commissioner, Housing Board, has been assigned the additional responsibility of Chief Executive Officer (CEO), Raipur Development Authority. He will continue to discharge his existing duties alongside this new assignment.
Meanwhile, Shri Akash Chhikara, IAS (2017), currently posted as Joint Secretary in the Housing and Environment Department and holding additional charge as Chief Executive Officer, Raipur Development Authority, and Additional Chief Executive Officer, Nava Raipur Atal Nagar Development Authority, has been temporarily posted as Collector of Bastar district until further orders. The move is seen as a significant administrative step for strengthening governance and development initiatives in the Bastar region.
The orders have been issued by the General Administration Department in the name of the Governor of Chhattisgarh and were signed by Secretary Rajat Kumar. All postings will take effect from the date the officers assume charge of their respective new responsibilities.
