Review covers key government schemes, recruitment, citizen services and departmental reforms; officials asked to strengthen monitoring and training
TFP Bureau, Raipur, August 12, 2026: Chief Secretary Shri Vikassheel on Tuesday chaired a high-level meeting of Secretaries in charge of various state government departments at Mantralaya Mahanadi Bhawan and reviewed the progress of key schemes, departmental priorities and governance reforms.
During the meeting, the Chief Secretary directed departments to ensure that all cases relating to officers and employees due to retire are processed and resolved before their retirement. He instructed departments to prepare and regularly update lists of personnel scheduled to retire so that their service-related matters can be settled in a timely manner.
The Chief Secretary also directed departments to identify vacant and backlog posts, determine staffing requirements and complete recruitment processes accordingly. He emphasised continuous monitoring of the implementation and progress of departmental schemes.
Focus on citizen-centric services and governance reforms
The meeting reviewed the progress of several major governance initiatives, including the Public Service Guarantee Act, Right to Information (RTI), Seva Setu, PM PRAGATI, e-Pragati and de-regulation measures. Officials informed the meeting that 728 services have so far been notified under the Public Service Guarantee Act.
Progress under various schemes of the Rural Development Department was also reviewed, with the Chief Secretary stressing the need for regular monitoring to ensure effective implementation and timely delivery of benefits.
He further directed departments to identify training programmes relevant to their respective requirements on the iGOT platform. Departments were asked to prepare action plans to ensure that officers and employees undergo need-based training and enhance their professional capabilities.
Departments asked to prepare for ‘Reform Utsav’
The Chief Secretary also instructed officials to compile department-wise information on reforms undertaken and achievements made. The information will be used in connection with the proposed ‘Reform Utsav’ campaign aimed at highlighting governance and administrative reforms across the state.
Senior officials from various departments attended the meeting, including Additional Chief Secretaries Manoj Kumar Pingua and Richa Sharma; Principal Secretaries Niharika Barik Singh, Sonmani Borah, Sushma Sawant and Shahla Nigar; and Secretaries Dr Rohit Yadav, Rahul Bhagat, Dr Kamalpreet Singh, Mukesh Kumar Bansal, Ankit Anand, Dr S. Bharathidasan, Reena Babasaheb Kangale, Amit Kataria, Saransh Mittar, Himshikhar Gupta, Rajat Kumar, S. Prakash, Basavaraju S., Shammi Abidi, Mohammad Kaiser Abdul Haque and Bhuvnesh Yadav.
