SECL’s DigiCOAL Platform Draws National Attention at Vigilance Workshop

Digital mining initiative highlighted as a model for transparency, accountability and technology-driven governance in the coal sector.

South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited under the Ministry of Coal, presented its flagship digital transformation initiative “DigiCOAL” at the Central Vigilance Commission’s national workshop on “Digital Initiatives for Increasing Transparency in Governance,” held at the SCOPE Convention Centre in New Delhi on February 11. The platform was showcased as a leading example of how technology can strengthen institutional integrity, operational efficiency and real-time oversight in core infrastructure sectors such as mining.

Officials said the selection of DigiCOAL for presentation at the national forum reflects the Coal Ministry’s sustained push toward modernisation, transparency and digital integration across the mining industry. The initiative is part of a broader policy framework that emphasises data-driven decision-making, improved monitoring systems and technology-enabled governance to enhance accountability in public sector operations.

DigiCOAL has been designed as an integrated digital ecosystem that connects multiple aspects of mining operations under a unified technological framework. By deploying sensors, analytics platforms, surveillance tools and automation systems, SECL has introduced mechanisms for real-time supervision of mining activities, thereby reducing inefficiencies and improving compliance with operational and safety standards.

One of the key components of the system is real-time monitoring of Heavy Earth Moving Machinery, including shovels, dumpers and dozers. Sensor-based tracking allows authorities to monitor machine movement, fuel usage and operating hours, while automated alerts flag irregularities such as unexpected fuel drops, route deviations or prolonged idle time. Officials said this has helped detect anomalies promptly and strengthened transparency in equipment utilisation.

The platform also incorporates video analytics and connected worker technologies that enhance workplace safety and improve emergency response readiness. These tools enable supervisors to monitor safety compliance, identify risks and ensure adherence to operational protocols in mining zones, where conditions can change rapidly.

Drone-based surveillance has emerged as another important feature of DigiCOAL. Drones are used for mine surveys, slope stability analysis, haul road inspections and monitoring of drainage systems, especially during the monsoon season. The aerial monitoring capability allows precise identification of encroachments and potential hazards, facilitating preventive action and strengthening regulatory compliance.

In addition, advanced analytics tools integrated into the platform support scientific mine planning, optimised drilling and blasting operations and more accurate production forecasting. Digital land records, online training modules, spare-parts management systems and a centralised digital control room further contribute to a unified and tamper-resistant governance architecture.

Officials noted that initiatives like DigiCOAL demonstrate how coordinated policy direction at the ministry level combined with technology adoption at operational units can transform traditional sectors. The recognition at the Central Vigilance Commission workshop highlights the coal sector’s efforts to align with national priorities of transparent governance, efficient resource utilisation and responsible energy production.

The Ministry of Coal stated that such technology-driven initiatives are expected to play a crucial role in building a future-ready mining ecosystem capable of meeting India’s growing energy demands while maintaining high standards of accountability, safety and environmental oversight.
