CM Vishnu Deo Sai seeks Centre’s support for technology, innovation and skill development; textile sector gets thrust-sector status with special incentives for employment-intensive units
TFP Bureau, New Delhi, September 4, 2026: Chhattisgarh is stepping up efforts to emerge as a major textile and apparel manufacturing hub in Central India, with the state government placing special emphasis on investment, employment generation, modern technology and integration of traditional crafts with contemporary design.
Chief Minister Vishnu Deo Sai discussed the state’s textile-sector potential, investment opportunities and employment prospects with Union Textiles Minister Giriraj Singh during a meeting in New Delhi on Friday. The two leaders also discussed strengthening the textile ecosystem in Chhattisgarh and providing greater market access to the state’s traditional textile products.
Sai said the textile sector has been accorded ‘thrust sector’ status under the Chhattisgarh Industrial Development Policy 2024-30. The policy provides attractive incentives and subsidies to encourage investment in the sector, with the government particularly focusing on industries capable of generating large-scale employment.
The Chief Minister said special incentives have been provided to industrial units employing more than 1,000 people. Given the labour-intensive nature of textile and apparel manufacturing, he said the sector could become an important source of employment for local youth while also creating opportunities for ancillary industries and entrepreneurship.
Textile ecosystem taking shape in Nava Raipur
Sai informed the Union Minister that momentum is building for the establishment of textile units in Nava Raipur Atal Nagar. The state’s objective, he said, is not merely to establish manufacturing units but to create an integrated textile and apparel ecosystem encompassing design, manufacturing, skill development, technology and market linkages.
The Chief Minister emphasised that the sector offers considerable opportunities for women and young people. Increased investment in textile manufacturing is expected to generate direct employment while supporting a wider network of local enterprises and ancillary businesses.
Kosa silk to be linked with modern markets
During the meeting, Sai highlighted Chhattisgarh’s rich textile heritage, particularly the renowned Kosa silk tradition of Champa and surrounding areas.
He said the government is working to connect traditional weaving and handicrafts with modern design, technology, branding and wider markets. The objective is to create new products that retain the identity of Chhattisgarh’s traditional crafts while meeting contemporary consumer preferences.
The Chief Minister also highlighted the role of the National Institute of Fashion Technology (NIFT) in strengthening the state’s textile ecosystem. The institute is expected to provide opportunities for youth in fashion design, textile technology and other modern disciplines, besides supporting weavers, artisans and entrepreneurs through design and technological innovation.
The integration of NIFT with emerging textile manufacturing units could help establish a value chain extending from design and skill development to production and marketing.
Centre assures support for technology and innovation
Union Textiles Minister Giriraj Singh appreciated the initiatives being undertaken by Chhattisgarh to promote the textile sector and said the state has significant potential to attract investment in textile and apparel manufacturing.
He said the state’s investment-friendly policies, available resources and employment-linked incentives could make Chhattisgarh an attractive destination for the industry. The expansion of textile units, he added, could generate employment on a large scale and strengthen the state’s position in the Central Indian textile market.
Singh assured Sai of all possible support from the Central Government for development of the textile sector in Chhattisgarh. He particularly stressed the importance of Centre-State coordination in modern technology, innovation, skill development and identifying new opportunities in the sector.
The Union Minister said technology and innovation would remain critical to improving the competitiveness of India’s textile industry in the rapidly changing global market.
State seeks to combine tradition with modern manufacturing
Sai said the state government is working towards creating a textile ecosystem that combines investment and employment with Chhattisgarh’s traditional skills, local craftsmanship, modern design and technology.
With incentives under the new industrial policy, the growing industrial ecosystem in Nava Raipur and institutions such as NIFT, Chhattisgarh is positioning itself to attract greater investment and establish a strong presence in textile and apparel manufacturing in the coming years.
