TFP Bureau, Raipur, April 26, 2025: Chief Minister Shri Vishnu Dev Sai has instructed officials to prioritize swift resolution of revenue-related cases, emphasizing that the Revenue Department’s performance directly impacts the public image of the government. During a comprehensive review of the department’s functioning at his residence today, he underlined the importance of delivering quick and easy revenue services to citizens, especially the timely completion of death-transfer cases.
The Chief Minister directed Collectors to fix accountability on Patwaris if death transfers are not completed within the stipulated timeframe. He stressed that any negligence would invite strict action, given that revenue services touch the lives of common citizens daily.
Highlighting the importance of “Sushasan Tihar,” an initiative to promote good governance, Shri Sai ordered that all applications received during the campaign be addressed with top priority. “The negligence of the field staff adversely affects the government’s image. Transparency, swift execution, and timeliness are essential,” he said.
Mandatory Two-Day Revenue Court Sessions, Digital Push for Rural Diversion
To ensure faster justice, Shri Sai instructed that Revenue Courts must operate at least two days every week, and cases should ideally be resolved within two hearings, with extensions only in urgent situations. He also pushed for simplifying the diversion process in rural areas through maximum use of digital technologies.
In a strong message against bureaucratic delays, the Chief Minister ordered action against officials who unnecessarily delay undisputed mutation and partition cases. He also emphasized continuous monitoring of relief distribution under RBC 6-4 for affected families, ensuring that bureaucratic hurdles do not compound their hardships.
The Chief Minister directed the formation of joint teams comprising officials from the Revenue, Agriculture, Food, and Electronics & Information Technology Departments to gather accurate digital data on land and crops.
Progress in Digitization and Modernization
Revenue Secretary Shri Avinash Champawat presented updates on key initiatives, including the near completion of land record computerization, digitization of registration processes, modern record room setups, and advancement of the Revenue Court Management System. He noted that, following the Chief Minister’s earlier directives, regular transfers of Patwaris serving long tenures at one location are being carried out.
Revenue Minister Shri Tank Ram Verma added that adherence to government rules in land sale and purchase must be strictly ensured, and pending revenue court cases should be disposed of swiftly to provide immediate relief to landholders.
Chief Secretary Shri Amitabh Jain, Principal Secretary to the Chief Minister Shri Subodh Singh, and other senior officials were present during the review.
With these stringent reforms, Chhattisgarh’s government aims to enhance transparency, accountability, and public trust in its revenue administration, paving the way for more efficient and citizen-centric governance.
