Chhattisgarh Government Initiates Rationalization of Teachers and Schools

TFP Bureau, Raipur, May 17, 2025: In a decisive move to strengthen and streamline school education, the Chhattisgarh government has launched a statewide teacher and school rationalization initiative. Aligned with the National Education Policy (NEP) 2020 and the Right to Education Act 2009, the initiative aims to ensure optimal, equitable use of teacher resources while enhancing the quality of education in government schools.

The state currently operates 30,700 primary schools with a student-teacher ratio of 21.84, and 13,149 pre-secondary schools with a ratio of 26.2—both better than the national average. Despite these figures, there are critical gaps in teacher deployment. At present, 212 primary and 48 pre-secondary schools are completely teacherless, while 6,872 primary and 255 pre-secondary schools operate with only one teacher.

According to RTE norms, a minimum of two assistant teachers is required for up to 60 students in primary schools, with additional teachers for every 30 students thereafter. Pre-secondary schools require three teachers and a head teacher for up to 105 students. However, due to uneven distribution, while some schools are understaffed, others are overstaffed. Over 1,500 primary schools have five or more teachers, and 3,465 pre-secondary schools also report excess staff.

To address this imbalance, the rationalization process will involve redeploying surplus teachers from overstaffed schools to those facing acute shortages. Currently, while 7,296 additional assistant teachers are needed in primary schools, only 3,608 are available in surplus. Similarly, 5,536 teachers are needed at the pre-secondary level, with only 1,762 in surplus.

Officials have clarified that rationalization will not lead to school closures or job cuts. Instead, it will promote administrative coordination among primary, pre-secondary, and higher secondary schools that operate on the same campus. This cluster-based approach, as envisioned in NEP 2020, will help optimize resources and improve infrastructure without compromising educational access.
