TFP Bureau, Raipur, August 2, 2025: Chief Minister Vishnu Deo Sai today felicitated the top-performing aspirational districts and blocks of Chhattisgarh for their outstanding performance under the Sampoornata Abhiyan, a focused campaign to ensure saturation of key development indicators in the state’s most backward regions. The award ceremony was held at the New Circuit House in Raipur.
Districts Bastar and Kondagaon, along with development blocks Shankargarh, Mainpur, Makri, Koylibeda, Orchha, and Pratappur, were awarded Gold Medals for achieving full saturation in all six selected indicators during the three-month campaign conducted from July to September 2024.
Addressing the gathering, CM Sai emphasized that true development must reach the most remote and marginalised populations, particularly Particularly Vulnerable Tribal Groups (PVTGs). He said that under the leadership of Prime Minister Narendra Modi, transformative initiatives like the Pradhan Mantri Janman Yojana are ensuring access to basic infrastructure such as housing, water, electricity, and roads in far-flung tribal areas.
The Chief Minister also cited state-led initiatives like the Dharti Aaba Gram Utkarsh Abhiyan, covering over 6,600 villages, as evidence of accelerated rural development in Chhattisgarh’s aspirational districts. “These villages, once considered neglected, are now becoming models of growth,” he said.
Deputy Chief Minister Arun Sao praised the journey of aspirational districts, which began in 2018 to uplift backward areas by improving human development indicators. He expressed optimism that such efforts would pave the way for a truly developed Chhattisgarh in line with the national vision of Viksit Bharat.
Deputy CM Vijay Sharma stressed that the campaign goes beyond infrastructure, focusing on outcomes that improve quality of life, particularly in sectors often overlooked. He urged continued efforts to raise health, education, and livelihood standards.
Chief Secretary Amitabh Jain and Planning Secretary Ankit Anand presented a detailed report on the campaign’s outcomes. Representatives from NITI Aayog, including Member Secretary Ashish Bhatt and Member K. Subramaniam, were also present.
Under the campaign, six indicators were selected from the broader list used to evaluate aspirational districts and blocks. These included:
- Antenatal care (ANC) registration
- Supplementary nutrition for pregnant women
- Soil health card distribution
- Full child immunization
- School electrification and timely textbook distribution
- Diabetes and hypertension screening
- Self-help group (SHG) support via revolving funds
Districts and blocks were awarded based on performance:
- Gold for saturation in all six indicators
- Silver for five indicators
- Bronze for four indicators
- Copper for three indicators
Apart from Bastar and Kondagaon, Dantewada, Korba, Kanker, and Narayanpur districts received Silver Medals, while Bijapur earned Bronze. Manpur–Mohla–Ambagarh Chowki, Mahasamund, and Sukma were awarded Copper Medals.
Among the blocks, Lakhnapur, Baikunthpur, Durgkondul, Gaurela-2, Korba, and Pithora received Silver Medals; Gariaband, Usoor, Podi Uproda, Bodla, Tokapal, and Kuaankonda earned Bronze, while Ambagarh Chowki was awarded Copper.
The awards were presented to current and former collectors and district-level officials who led the implementation on the ground. The ceremony was also attended by MPs, MLAs, and senior administrative officials.
The Sampoornata Abhiyan has emerged as a model of focused, data-driven governance, reaffirming the state’s commitment to equity, inclusion, and measurable progress in public service delivery.
