Lok Sabha Speaker Deplores Disruptions, Urges Members to Uphold Parliamentary Decorum

TFP Bureau, New Delhi, August 21, 2025: The fifth session of the 18th Lok Sabha, which commenced on July 21 and concluded today, was adjourned sine die after weeks of frequent disruptions and deadlock. In his valedictory address, Lok Sabha Speaker Shri Om Birla expressed deep anguish over what he described as “planned disruptions,” cautioning that sloganeering, placard displays, and continuous uproar in the House were an “insult to parliamentary decorum.”

“Parliament Must Not Become a Platform for Sloganeering”

Emphasizing that the public places high expectations on elected representatives, Shri Birla urged Members to dedicate their time to meaningful debate on issues of national importance rather than engaging in protests within the House. “Sloganeering and disruptions only harm the dignity of parliamentary proceedings. Members must rise above party lines and ensure that discussions reflect the seriousness expected of the highest law-making institution of the country,” he said.

The Speaker noted that despite giving adequate opportunities to members across the political spectrum to voice their views, repeated deadlocks prevented substantive debates. He also reminded members that both their language and conduct, inside and outside Parliament, must remain dignified, adding: “Our behavior here should set an example for the nation and the world.”

Loss of Productive Time

Highlighting the adverse impact of repeated disruptions, Shri Birla informed the House that only 37 hours of business were conducted against the allotted 120 hours decided at the start of the session. Out of 419 starred questions listed, just 55 could be answered orally, he said.

Despite the disruptions, 14 government bills were introduced and 12 bills were passed during the session. However, the Speaker stressed that the continuous loss of valuable hours reflected poorly on parliamentary functioning and deprived citizens of serious debate on pressing national issues.

Special Discussions Amidst Deadlock

Amid the turbulence, two significant discussions did take place. On July 28–29, the House deliberated on ‘Operation Sindoor’, which concluded with a reply from the Prime Minister. Later, on August 18, members participated in a special debate highlighting the achievements of India’s space programme, an area where the country continues to make strides globally.

Call for Responsible Conduct

Shri Birla concluded his remarks by reminding Members that Parliament is a platform for shaping the nation’s policies and future. “The people of India expect their representatives to engage in serious, constructive, and meaningful discussions. Disruptions and unruly behavior diminish the dignity of this institution. It is our collective responsibility to restore the prestige of Parliament,” he said.

The fifth session of the 18th Lok Sabha now stands adjourned sine die, with many observers noting that the Speaker’s strong remarks signal a renewed call for accountability and responsible conduct in the sessions ahead.
