TFP Bureau, Patna, November 1, 2025: The Election Commission of India (ECI) has ordered a major reshuffle of administrative and police officers posted in connection with the Bihar Legislative Assembly elections, specifically targeting the 178-Mokama Assembly Constituency. The move comes as part of the Commission’s efforts to ensure impartiality and strict adherence to the Model Code of Conduct during the ongoing electoral process.
In an official communication issued from Nirvachan Sadan, New Delhi, and addressed to the Chief Electoral Officer, Bihar, the ECI has approved the transfer and posting of four key officers, while also initiating disciplinary action against three existing officers. Additionally, one officer has been ordered to be suspended with immediate effect.
According to the order signed by Arvind Anand, Principal Secretary, Election Commission of India, the following transfers have been approved:
- Shri Chandan Kumar, Sub-Divisional Officer (SDO), Barh-cum-Returning Officer of 178-Mokama Assembly Constituency, has been replaced by Shri Ashish Kumar, IAS (BH:2022), currently serving as Additional Municipal Commissioner, Patna Municipal Corporation.
- Shri Rakesh Kumar, SDPO, Barh-1, has been replaced by Shri Anand Kumar Singh, RR (65-2022), Deputy Superintendent of Police, CID, Patna.
- Shri Abhishek Singh, SDPO, Barh-2, has been replaced by Shri Ayush Shrivastava, RR (65-2022), Deputy Superintendent of Police, Anti-Terrorist Squad, Patna.
The Commission has further directed that disciplinary proceedings be initiated against the three outgoing officers mentioned above. In a stern action, Shri Abhishek Singh, SDPO, Barh-2, has been suspended with immediate effect pending inquiry.
In addition to the Mokama-related transfers, the ECI has also directed that Shri Vikram Sihag, Superintendent of Police (Rural), Patna, be transferred. The Chief Electoral Officer has been instructed to immediately forward a panel of officers for his replacement.
The Commission has set a strict deadline, directing that a compliance report on all the above actions be submitted by 12:00 PM on November 2, 2025.
