Booth-Wise ASD Voter Lists to Be Shared With Political Parties During Special Intensive Revision

TFP Bureau, Raipur, December 11, 2025: The Election Commission of India (ECI) has directed all Chief Electoral Officers (CEOs) of the 12 states and Union Territories currently undergoing the Special Intensive Revision (SIR) of electoral rolls to ensure greater transparency by sharing booth-wise ASD (Absent, Shifted, or Dead/Duplicate) voter lists with political parties and publishing them online. The move mirrors the procedure adopted during the SIR in Bihar earlier this year.

Under the instructions issued on Wednesday, booth-wise lists containing the names of voters identified as Absent, Shifted, or Dead/Duplicate—who could not be contacted by Booth Level Officers (BLOs) even after three or more visits—will be handed over to Booth Level Agents (BLAs) nominated by district presidents of political parties.

5 lakh BLOs to meet 12 lakh BLAs

As part of the revision exercise, nearly 5 lakh BLOs across the 12 SIR states/UTs will conduct booth-wise meetings with more than 12 lakh BLAs. During these meetings, BLOs will share the ASD lists, enabling BLAs to verify and confirm the status of each voter included in the lists.

The ECI said this collaborative verification aims to eliminate errors early and ensure that all eligible voters remain on the rolls. It emphasised that the exercise reflects the Commission’s commitment to maintaining an accurate, inclusive, and error-free electoral roll.

Ensuring no eligible voter is excluded

The Commission stated that the verification process will help identify wrongful inclusions or deletions, preventing future grievances. Political parties, through their BLAs, are expected to assist in confirming the authenticity of ASD cases so that genuine voters are not inadvertently removed before the publication of draft rolls.

ASD lists to be uploaded on govt websites

Once the draft electoral rolls are published, the ECI has instructed that the booth-wise, assembly-wise, and district-wise ASD lists be uploaded on the websites of all CEOs, District Election Officers (DEOs), and District Magistrates (DMs). As was done in Bihar, the lists will also be made available in EPIC-searchable format, allowing easy verification by citizens.

Officials said the online publication of ASD lists—alongside field-level verification—will enhance transparency, strengthen public confidence in the revision process, and help ensure comprehensive electoral rolls ahead of upcoming elections in the respective states and Union Territories.
