Anjor Vision 2047 Sets Long-Term Course for Chhattisgarh’s Growth, Say CM Vishnu Deo Sai and Finance Minister O.P. Choudhary

A wide-ranging and substantive discussion on Chhattisgarh Anjor Vision 2047, the state’s long-term development roadmap, marked the opening day of the Winter Session of the Chhattisgarh Legislative Assembly on Saturday. Finance Minister Shri O.P. Choudhary presented the vision document in the House, describing it as a comprehensive blueprint to guide the state’s social, economic and institutional development over the next 25 years, while Chief Minister Shri Vishnu Deo Sai termed it a “clear and decisive roadmap” to transform Chhattisgarh into a developed state by 2047.

Introducing the vision document, Finance Minister Shri Choudhary said Chhattisgarh Anjor 2047 is not merely a policy framework but a collective resolution to lead the state towards prosperity, self-reliance and inclusive growth. Prepared in alignment with the national goal of a Viksit Bharat by the centenary year of Independence, the document has been designed keeping Chhattisgarh’s unique social, cultural, economic and environmental characteristics at its core.

The Finance Minister emphasised that rapid changes in population patterns, urbanisation, climate challenges, technological advancement and rising aspirations of youth necessitate a long-term, forward-looking development strategy. He said the vision aims to accelerate economic growth, generate quality employment, strengthen education and skill development, integrate farmers, labourers and tribal communities into the development mainstream, promote industry while safeguarding the environment, and deepen good governance through transparency and digital systems.

Explaining the structure of the document, Shri Choudhary said Anjor Vision 2047 rests on multiple development pillars, including agriculture and rural economy, industrial investment and startups, healthcare expansion, women empowerment, infrastructure growth, green development, education and skill building. A key objective, he said, is to convert Chhattisgarh’s young population into a demographic dividend by prioritising innovation, entrepreneurship and employability.

He also highlighted that the vision document has been prepared through extensive public consultation, incorporating suggestions from experts, policymakers, elected representatives and citizens from all sections of society. Public participation and periodic review mechanisms, he added, will remain central to its implementation.

Participating in the debate, Chief Minister Shri Vishnu Deo Sai said Chhattisgarh Anjor Vision 2047 will determine the direction of the state’s development in the coming decades. Calling the occasion historic, he recalled that December 14 also marks the anniversary of the first meeting of the Chhattisgarh Legislative Assembly in 2000, and paid tribute to the state’s democratic journey.

Congratulating Finance Minister Shri O.P. Choudhary for preparing the vision document, CM Sai said it reflects the aspirations of the people and aligns with Prime Minister Shri Narendra Modi’s resolve to make India a developed nation by 2047. He noted that under the Prime Minister’s leadership, India has emerged as the world’s fourth-largest economy, creating a strong foundation for states like Chhattisgarh to accelerate their growth.

The Chief Minister said the vision document identifies 13 key sectors and proposes 10 focused missions to drive development. Time-bound targets have been set, with short-term goals up to 2030, medium-term goals up to 2035 and long-term goals up to 2047. He highlighted that Naya Raipur is being developed as a model city of the future, envisioned as a global hub for medical education, textiles, IT and artificial intelligence, while parallel efforts are underway to create exemplary rural development models.

Highlighting welfare initiatives, CM Sai said the government approved 18 lakh houses under the Pradhan Mantri Awas Yojana in its first cabinet meeting. The Mahtari Vandan Yojana has emerged as a historic step for women empowerment, benefiting nearly 70 lakh women with monthly assistance of ₹1,000, with over ₹14,306 crore transferred through DBT. For tribal communities, tendu leaf remuneration has been increased from ₹4,000 to ₹5,500, benefiting 13 lakh families, while the Charan Paduka scheme has been revived and free ration is being provided to over 7.3 million families.

Referring to Bastar, the Chief Minister said initiatives such as eco-tourism, Bastar Pandum and the Bastar Olympics are creating a new cultural and developmental identity for the region. Under the Niyad Nella Nar scheme, basic services including ration cards, Aadhaar, Ayushman cards, water, electricity and roads have reached remote villages, while schools have reopened, helping integrate Bastar into the mainstream.

On economic growth, CM Sai said a new industrial policy has attracted investment proposals worth nearly ₹8 lakh crore, with logistics parks, air cargo facilities and industrial parks boosting local employment. Over the past two years, more than 10,000 youth have been provided government jobs, while investments of ₹3.5 lakh crore have flowed into the energy sector.

The Chief Minister also highlighted progress in tackling Maoism, stating that surrendered and arrested cadres are being rehabilitated and that security-led development is bringing lasting peace to affected regions. He further announced double subsidies under the PM Surya Ghar Free Electricity Scheme, combining central and state support to promote rooftop solar installations.

Members from across the House, including Deputy Chief Ministers Shri Arun Sao and Shri Vijay Sharma, ministers and MLAs, participated in the discussion and welcomed the vision document as a crucial step in providing clarity, continuity and direction to Chhattisgarh’s long-term development agenda.

Concluding the debate, CM Sai appealed to legislators and citizens alike to work collectively towards realising the goal of a developed, inclusive and prosperous Chhattisgarh by 2047.
