Revenue Minister Tank Ram Verma says digital loan book system will ensure transparency, efficiency, and real-time access to land data for farmers
TFP Bureau, Raipur, February 18, 2026: In a major push toward technology-driven governance, the government of Chhattisgarh on Tuesday launched the Digital Kisan Kitab and Digital Loan Book system aimed at transforming the state’s revenue administration into a transparent, citizen-centric, and efficient framework. The initiative was formally unveiled by Revenue Minister Tank Ram Verma at his official residence in the presence of senior officials, including Vineet Nandanwar, Director of Land Records, along with departmental staff and technical teams.
On the occasion, the minister also released the four-part Chhattisgarh Land Records Manual, authored by Umesh Kumar Patel and Shrikant Verma, describing it as an important reference that will support administrative efficiency and standardisation of land record procedures across the state.
Digital Access to Land Records
The newly launched Digital Kisan Kitab will replace the traditional physical land passbooks used by farmers. Through the system, landholders will now be able to access their land details online anytime and from anywhere via the state’s official portal. The platform will host key documents such as B-1 and P-II reports, enabling users to view and download certified information without visiting revenue offices.
Officials explained that the system will automatically update land-related data, reducing manual errors and eliminating delays caused by paperwork. Digitally signed copies issued by authorised patwaris will ensure authenticity and legal validity of records, thereby strengthening trust in official documentation.
Boost for Farmers and Financial Access
Addressing the gathering, the minister stated that the digital loan book is not merely a technological upgrade but a structural reform designed to empower citizens. He emphasised that since a large segment of the state’s population depends on agriculture for livelihood, real-time availability of land and loan information will help farmers secure crop loans, institutional credit, and benefits under government schemes more easily.
He noted that digitisation will improve accuracy, minimise discrepancies in records, and streamline administrative processes, ultimately reducing grievances related to land data. The initiative is also expected to enhance coordination between revenue authorities, banks, and other departments.
Step Toward Digital Governance
The project has been developed with technical support from the National Informatics Centre and the state’s Revenue Department. Officials said the integrated digital platform reflects the broader vision of building a technology-enabled governance ecosystem that is transparent, accountable, and accessible to citizens.
Congratulating the officers and technical teams involved, the minister urged farmers and landholders to actively use the new digital facility and take advantage of its benefits. He added that the initiative marks a milestone in revenue reforms and positions the state as a front-runner in adopting digital innovation for public service delivery.
The launch of the Digital Kisan Kitab and Digital Loan Book is being seen as a landmark reform that could redefine land record management, strengthen administrative transparency, and provide faster, hassle-free services to lakhs of farmers across the state.
