Prime Shankar Nagar site in Raipur among key locations as government pushes urban renewal through public-private partnerships
TFP Bureau, Raipur, June 17,2026: The Chhattisgarh government has issued tenders for five major redevelopment projects across the state, including a flagship project opposite the B.T.I. Ground in Raipur’s Shankar Nagar, in a move aimed at modernising urban infrastructure and optimising the use of government land.
The projects, to be implemented by the Chhattisgarh Housing and Infrastructure Development Board under the state’s redevelopment policy, cover a combined area of about 19.14 acres with an estimated value of ₹250.30 crore based on the revised 2025–26 guideline rates.
The proposed redevelopment sites are located at B.T.I. Road, Shankar Nagar in Raipur, Club Para in Mahasamund, Kailash Nagar in Rajnandgaon, Katghora in Korba and Chandni Chowk Phase-II in Jagdalpur. The Housing and Infrastructure Development Board has initiated the tendering process for all five projects after preparing Preliminary Project Reports (PPRs) and Detailed Project Reports (DPRs).
The state Cabinet has already granted in-principle approval for the schemes, while their final scope was approved during a meeting chaired by the Chief Secretary on May 27.
Among the projects, the redevelopment of the site opposite B.T.I. Ground near Sindhu Bhavan in Shankar Nagar is considered particularly significant due to its location in one of Raipur’s key educational, commercial and residential hubs. Officials believe the project will enhance civic infrastructure while ensuring efficient utilisation of valuable government assets.
According to the redevelopment model, ageing and underutilised government properties will be transformed into modern, planned infrastructure without placing an additional financial burden on the state exchequer. Instead, the intrinsic value of government land will be leveraged to finance development, generating improved public facilities as well as additional revenue for the government.
The initiative is also expected to attract private investment by offering developers opportunities to undertake projects on strategically located urban land through a transparent tendering process and public-private partnership framework.
Housing and Environment Minister O.P. Choudhary said the state government, under the leadership of Chief Minister Vishnu Deo Sai, is committed to giving a new direction to urban development by converting obsolete government assets into functional and citizen-centric infrastructure. He added that the redevelopment policy would improve urban aesthetics, operational efficiency and public resource utilisation.
Chhattisgarh Housing and Infrastructure Development Board Chairman Anurag Singhdeo described the programme as an effort to bring about holistic urban rejuvenation rather than merely constructing new buildings. He said the proposed redevelopment opposite B.T.I. Ground in Shankar Nagar is expected to become a model project for the capital city.
Meanwhile, during a recent Time Limit (TL) review meeting, Housing Board Commissioner Avanish Kumar Sharan directed officials to expedite proposals for eight additional redevelopment projects planned across the state, signalling a broader push for urban transformation.
