Non-performing contractors to face blacklisting; monthly reviews, field-based estimates and faster payments ordered to improve quality and execution
TFP Bureau, Raipur, August 12, 2026: Public Works Department (PWD) Secretary Mukesh Kumar Bansal on Wednesday reviewed the progress of road and building projects across all divisions of the Raipur region and directed officials to complete all ongoing works covered under plans up to 2024-25 by March 31, 2027.
The review meeting was held at Nirman Bhawan in Naya Raipur, where the Secretary took stock of sanctioned projects, ongoing construction and the tendering status of works that have received administrative approval. He stressed that construction quality and adherence to deadlines must remain the department’s top priorities.
Bansal directed officials to regularly assess contractors’ performance and ensure monthly payments against work completed. He also instructed the Chief Engineer and Superintending Engineer to conduct monthly review meetings with Executive Engineers to monitor project-wise progress.
Non-performing contractors to be blacklisted
The PWD Secretary ordered strict action against contractors who fail to complete projects within the stipulated period, show negligence or execute substandard work. Such contractors are to be blacklisted and barred from participating in future tenders.
He directed departmental engineers to prepare construction estimates only after conducting field inspections and assessing actual site requirements. Officials were also asked to maintain regular coordination with contractors to ensure that projects progress according to schedule.
To improve monitoring and administrative efficiency in Raipur and Naya Raipur, Bansal ordered the reorganisation of the four divisions under Raipur Circle-1 and fresh demarcation of their jurisdictions.
He also directed officials to prepare a list of officers and employees who have remained in the same post for more than three years and complete fresh postings by September 30, in accordance with government directives.
All works to be entered in PWD-IMS by August 31
The Secretary instructed officials to enter details of all departmental works into the PWD-IMS system by August 31. Cost estimates for priority projects proposed for 2025-26 and 2026-27 must also be submitted by the same deadline.
He called for proactive disposal of cases received through the Chief Minister’s Helpline, Seva Setu and the Public Service Guarantee Act. Officials were asked to keep public convenience at the centre of project planning and assess road requirements for the next five years.
SOPs for project timelines and contractor payments
Bansal directed that work orders be issued immediately after completion of the tendering process. He asked the Engineer-in-Chief to prepare a Standard Operating Procedure (SOP) for fixing realistic project completion timelines in tenders.
The timelines, he said, should factor in practical constraints such as the monsoon and the shifting of utility infrastructure, including electricity poles, pipelines and other utility lines.
An SOP should also be prepared to ensure that final bills are prepared and contractor payments processed within three months of completion of a project.
Executive Engineers were specifically instructed to ensure that bills are paid within one month wherever due, helping maintain the financial flow of ongoing works.
Immediate focus on potholes and monsoon road repairs
With the monsoon underway, Bansal directed officials to undertake immediate patch repairs and pothole filling on roads. Contractors were also to be issued notices for immediate repair of roads covered under performance guarantees.
The meeting also reviewed the status of compassionate appointments and court cases pending across divisions in the Raipur region.

Srivastava, Additional Managing Director of the Chhattisgarh Road and Infrastructure Development Corporation Shashank Pandey, Superintending Engineers V.K. Bedia and Suresh Bhupal, along with Executive Engineers and Sub-Divisional Officers from all nine divisions of the Raipur region, attended the meeting.
