PWD forms panel to probe alleged irregularities in Rajnandgaon road projects

Four-member committee to examine construction quality, financial complaints and road safety issues; report due within three days

TFP Bureau, Raipur, October 3,2026: The Public Works Department (PWD) has constituted a four-member committee to investigate complaints of alleged substandard construction and financial irregularities in the renovation and upgradation of the Rajnandgaon–Khairagarh main road and Rajnandgaon–Mohla–Manpur road projects.

The committee has been asked to examine the complaints and various aspects of the construction work and submit its report to the Engineer-in-Chief within three days.

The committee comprises Engineer-in-Chief V.S. Koram, Superintending Engineer Rajiv Nashine and Executive Engineers Prabhat Saxena and C.S. Ogre.

Construction quality under scrutiny

The committee will examine whether the road projects require a high-level investigation by an independent agency. It will also oversee laboratory testing of key technical parameters, including the granular sub-base, wet mix macadam, sub-grade, asphalt surfacing and bitumen quantity.

Other parameters to be examined include road thickness, density, material gradation, levels and surface undulations. The findings will be used to assess compliance with prescribed construction standards.

The committee will also examine the roles of departmental officials and the executing agency in maintaining construction quality. It has been asked to consider whether payments for the works should be withheld pending completion of the inquiry.

The report will also recommend action against those found responsible for quality lapses, financial irregularities or corruption, based on the findings of the inquiry.

Safety measures on unfinished stretches

The committee has additionally been tasked with examining measures required to ensure safe movement of traffic at locations where road work has been dismantled but remains incomplete.

At stretches such as Dongargaon–Kumarda, the panel will look into the need for immediate repairs, warning signs and alternative arrangements to minimise risks to road users until the work is completed. See the order here..👇
