Chhattisgarh Cabinet Approves Key Reforms to Boost Farmers, Finance, Logistics, and Governance

TFP Bureau, Raipur, June 30, 2025:  The Chhattisgarh Cabinet, chaired by Chief Minister Shri Vishnu Deo Sai, convened at Mantralaya (Mahanadi Bhawan) today and approved several important policy and legislative measures aimed at strengthening agriculture, financial stability, infrastructure, and governance in the state.

1. Expanded Benefits Under Krishak Unnati Yojana
In a major boost to farmers, the Cabinet approved amendments to the Krishak Unnati Yojana to broaden its reach beyond paddy producers. Starting from Kharif 2025, farmers cultivating pulses, oilseeds, maize, and other alternative crops in place of registered paddy will also become eligible for financial aid. Those who cultivated paddy in Kharif 2024 and sold it at MSP will receive continued grant-in-aid if they switch crops next season. This expansion aims to encourage crop diversification and enhance farmers’ income security.

2. Pension Fund Bill for Government Employees
The Cabinet approved the draft ‘Chhattisgarh Pension Fund (Management and Regulation) Bill, 2025’ to create a formal mechanism for managing pension liabilities of state employees, ensuring better financial security and sustainable pension management post-retirement.

3. Growth and Stability Fund to Safeguard Economy
A new ‘Chhattisgarh Growth and Stability Fund (Management and Regulation) Bill, 2025’ was also approved to build a fiscal buffer against unforeseen revenue shortfalls or economic slowdowns. This fund will help maintain steady economic development and fiscal health.

4. Comprehensive State Logistics Policy
To position Chhattisgarh as a key logistics and export hub, the Cabinet sanctioned the ‘Chhattisgarh State Logistics Policy, 2025’. The policy focuses on expanding warehousing capacity, promoting dry ports and inland container depots, and attracting investments from logistics and e-commerce sectors. It seeks to reduce logistics costs, boost exports, especially of forest and medicinal products, and generate employment opportunities for the youth, including MSMEs and local producers.

5. Legal Reforms via Jan Vishwas (Amendment) Bill
In a move to improve the ease of doing business and reduce litigation, the Cabinet passed the draft ‘Chhattisgarh Jan Vishwas (Amendment of Provisions) Bill, 2025’ aimed at decriminalising certain provisions in existing laws to ease compliance and lessen legal burdens on citizens and businesses.

6. Redevelopment of Government Properties
Seven redevelopment projects were approved for the systematic utilisation of dilapidated buildings and unused government lands across Raipur, Rajnandgaon, Jagdalpur, Kanker, Mahasamund, and Korba. This includes areas like Shanti Nagar, BTI Shankar Nagar, and Club Para, aiming to enhance infrastructure and government asset management.

7. Promotion Criteria Relaxation in Commercial Tax Department
A one-time relaxation was granted reducing minimum service eligibility for promotion from Senior Registration Clerk/Record Keeper to Class-III Executive in the Commercial Tax (Registration) Department from five years to two years, facilitating faster career progression for eligible staff.

The Cabinet’s decisions reflect a comprehensive approach to sustainable development, focusing on agricultural diversification, fiscal prudence, infrastructure growth, and regulatory simplification, setting the stage for accelerated economic and social progress in Chhattisgarh.
