CGMSC Reaffirms Quality-Driven Drug Procurement After Supplier Blacklisting in Madhya Pradesh

No fresh purchase orders issued to firm; medicines supplied to health centres distributed only after mandatory quality testing, says Corporation

TFP Bureau, Raipur, June 9,2026: The Chhattisgarh Medical Services Corporation Limited (CGMSC) has clarified that its medicine procurement and distribution process is strictly governed by quality standards and regulatory norms, emphasizing that medicines are supplied to health institutions only after undergoing mandatory quality testing.

The clarification comes in the wake of information received from pharmaceutical company Unicure India Ltd., which informed CGMSC on May 18, 2026, that it had been blacklisted by the Madhya Pradesh Public Health Services Corporation Limited (MPPHSCL), Bhopal.

According to CGMSC, the blacklisting action was initiated after three batches of Lactulose Solution IP 10 gm/15 ml (100 ml bottle) manufactured by the company were declared “substandard” by government laboratories on May 8, 2026.

Officials stated that even before the broader blacklisting order was communicated, CGMSC had already acted in accordance with its procurement rules. Following the blacklisting of a specific batch by the Madhya Pradesh corporation, the rate contract for the medicine had been blocked and necessary steps were taken to cancel the related purchase orders.

CGMSC further clarified that the blacklisting order issued by the Madhya Pradesh Public Health Services Corporation specifically excludes medicines already procured and purchase orders already issued, provided the products meet prescribed quality standards.

The corporation noted that all medicines supplied by Unicure India Ltd. to Chhattisgarh were distributed only after receiving quality clearance reports from NABL-accredited laboratories empanelled by CGMSC. The testing process ensures that medicines conform to established standards before being released for public use.

According to the information submitted by the company, Unicure India Ltd. has challenged the blacklisting order before the High Court of Madhya Pradesh at Jabalpur. The matter is scheduled for hearing on June 10, 2026. CGMSC stated that any further action regarding the company will be taken in accordance with the directions issued by the court.

The corporation also confirmed that no new rate contracts or purchase orders have been issued to the firm since the receipt of the blacklisting order. Officials said the decision is in line with CGMSC’s procurement procedures, which prioritize patient safety, quality assurance and compliance with pharmaceutical regulations.

Reiterating its commitment to public health, CGMSC stated that medicine procurement and supply in the state are based entirely on quality parameters. It emphasized that all medicines distributed to hospitals and health centres undergo rigorous testing and are released only after being certified as meeting prescribed quality standards.

The corporation maintained that its established quality-control mechanisms remain fully operational and continue to ensure the availability of safe and standard-quality medicines for beneficiaries across the state.
