Chhattisgarh Leads the Nation in GST Revenue Growth, Achieving Historic Milestone

TFP Bureau, Raipur, April 2, 2025: Under the leadership of Chief Minister Shri Vishnu Deo Sai, Chhattisgarh has emerged as the top performer in the country in terms of GST revenue growth. The state has achieved a record GST collection of ₹16,390 crore in the financial year 2024-25, marking a remarkable growth rate of 18 percent — the highest across India. Maharashtra and Tamil Nadu followed with 16 percent and 15 percent growth, respectively.

First-Time Monthly Collection Surpasses ₹2,000 Crore in March 2025

For the first time since the introduction of GST, Chhattisgarh exceeded ₹2,000 crore in total GST revenue in a single month. The state’s March 2025 collection stood at ₹2,057.82 crore, a 43 percent increase from the ₹1,443.66 crore collected in March 2024. The State Goods and Services Tax (SGST) alone saw a record ₹1,301.09 crore, 72 percent higher than the previous year. Additionally, the Integrated GST (IGST) collection rose to ₹756.73 crore, a 10 percent increase.

Strong Governance, Technological Advancements, and Strict Compliance Drive Success

The state’s remarkable success is attributed to a series of administrative reforms and technological interventions implemented by the Commercial Tax Department, under the supervision of Chief Minister Vishnu Deo Sai and Finance Minister Shri O.P. Choudhary. Key measures such as improved tax administration, data-driven audits, and sectoral analysis have contributed to a surge in compliance and revenue.

One of the department’s significant achievements includes reducing the number of non-filers from 15 percent to just 6 percent, a result of continuous outreach to traders. Over 28,000 businesses were verified, uncovering over 4,200 fake firms, which led to improved tax compliance.

Audit and Data Analytics Lead to Additional Revenue

Incorporating advanced data analytics, the department audited 313 cases, resulting in a recovery of ₹45.13 crore. Inspections and searches at 77 business establishments brought in an additional ₹47.35 crore. Furthermore, targeted actions identified 49 potential areas for tax evasion, generating ₹101 crore in revenue.

Ongoing Efforts to Strengthen Compliance

Special campaigns conducted in March 2025 led to the filing of GSTR-7 returns by government departments, yielding an extra ₹37 crore. Additionally, outreach initiatives connected with 36,847 businesses to enhance compliance.

Future Plans Include Digital and AI-Based Monitoring

Chhattisgarh is set to continue its upward trajectory with plans for the implementation of digital tracking systems, AI-driven surveillance, and enhanced compliance mechanisms, ensuring the state maintains its position as a leader in GST revenue growth.
