Chhattisgarh Set to Establish Four New Smart Industrial Parks, Records Rs 1.63 Lakh Crore Investment Surge in 2025

TFP Bureau, Raipur, April 16, 2025: Chhattisgarh is witnessing a major industrial boom under the leadership of Chief Minister Shri Vishnu Dev Sai, with the state securing an investment of over Rs 1.63 lakh crore in 218 new projects in 2025 alone. Riding high on this momentum, the Chief Minister on Tuesday announced the establishment of four smart industrial parks worth Rs 445 crore, marking a significant step toward creating a robust sector-based industrial ecosystem.

The announcement came during the charge-taking ceremony of the newly appointed Chairman of the Chhattisgarh State Industrial Development Corporation (CSIDC), Shri Rajiv Agarwal, held at Udyog Bhawan in Raipur. Extending his congratulations, CM Sai expressed confidence that CSIDC would thrive under Shri Agarwal’s leadership, accelerating industrial growth across the state. “His experience and vision will elevate Chhattisgarh’s industrial landscape. With the availability of minerals, water, and electricity, we are fully equipped to welcome new industries,” the CM noted.

The four upcoming smart industrial parks include:

  • Electronic Manufacturing Cluster: Rs 350 crore investment in 322 acres at Patewa, Rajnandgaon

  • Special Manufacturing Cluster: Rs 25 crore for 50 acres at Bijetla, Rajnandgaon

  • Readymade Garment Park: Rs 30 crore in 20 acres at Nava Raipur

  • Furniture Cluster: Rs 40 crore in 30 acres at Nava Raipur

These projects aim to foster a positive industrial environment and offer sector-specific infrastructure that can attract targeted investments and generate employment.

Chhattisgarh Among Top 10 Investment States in India

According to a report released by Project Today Survey, Chhattisgarh accounted for 3.71% of India’s total investment in FY2025, placing it among the top ten investment destinations in the country. With cumulative industrial investment touching Rs 4.4 lakh crore, the state has set new benchmarks in ease of doing business and investor confidence.

CM Sai credited this success to the state’s Industrial Policy 2024–30, which champions “minimum governance, maximum incentives.” The policy offers:

  • Single Window System 2.0 for approvals and licenses

  • 30–50% capital subsidy for industries

  • 5 to 12 years of tax exemptions

  • Up to Rs 15,000 in training grants per person

  • A tailor-made “B-spoke policy” for units employing over 1,000 people

The government has also undertaken over 300 reforms to simplify processes and ensure time-bound subsidies. The new policy focuses on high-potential sectors such as pharmaceuticals, IT, AI, green hydrogen, semiconductors, and tourism.

Strong Push Through National Investors Connect Meets

To attract domestic and foreign investment, the state organized Investors Connect Meets in major business hubs like Delhi, Mumbai, and Bengaluru. These summits attracted significant proposals, including:

  • Rs 15,184 crore investment proposals in Delhi

  • Rs 6,000 crore proposals with FDI interest from US and Russian consulates in Mumbai

  • Major investments in the energy sector proposed in Bengaluru

CM Sai personally assured industrialists of a transparent and business-friendly environment, emphasizing that “Chhattisgarh is not only open for investment but ready to partner in the creation of a developed India.”

Driving Technological Transformation

Chhattisgarh recently held the ground-breaking ceremony for its first semiconductor manufacturing plant in Nava Raipur, signaling a shift towards high-tech and AI-driven industries. The government has plans to develop Nava Raipur as a future IT hub, with strategic support from NASSCOM, mirroring the success models of Bengaluru and Hyderabad.

Leadership Transition at CSIDC

The induction of Shri Rajiv Agarwal as CSIDC Chairman comes at a strategic moment. Addressing the gathering, he affirmed his commitment to turning the state’s industrial vision into reality. “The new industrial policy will be the foundation for Chhattisgarh’s growth. We will create the best environment for investors and entrepreneurs alike,” he said.

The ceremony was attended by a host of dignitaries, including Assembly Speaker Dr. Raman Singh, Deputy CM Arun Saw, Industry Minister Lakhan Lal Devangan, Cabinet Ministers Kedar Kashyap and Ramvichar Netam, MPs and MLAs, and representatives from industry bodies like the Chhattisgarh Steel Re-Rollers Association, Sponge Iron Manufacturers, and Mini Steel Plant Association.

Looking Ahead: A Vision for Nava Anjor 2047

With the launch of Amritkal-Chhattisgarh Vision 2047 Nava Anjor, the Chief Minister reiterated his commitment to inclusive development and employment generation. The state aims to create 5 lakh new jobs in the next five years and establish itself as a national leader in industrial and technological innovation.

“Chhattisgarh is no longer just a resource-rich state—it is now a land of opportunities, entrepreneurship, and growth,” said CM Sai, concluding the event with a clear message: Chhattisgarh is ready to lead India’s next industrial revolution.
